AGENDA TITLE: Contract Award for Civic Center Improvements, City Hall Annex Renovation,
Carnegie Basement Renovation, Portable Trailers ($619,300)
MEETING DATE: June 15, 1994

RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the
contract for the above project to Diede Construction, Inc., in the amount
of $619,300.
BACKGROUND INFORMATION: This project consists of furnishing all labor, materials, tools and
equipment to complete the renovation of the
Camegie Forum Basement and City Hall Annex, site work and
underground conduit installation between buildings, and the
exterior stairs, ramp and decking around the portable trailers. Under the overall Civic Center
Improvement project, this contract will renovate the City Hall Annex (the leased Beckman Building at
212 West Pine Street) into office spaces for the Finance Department, convert the
Camegie Forum Basement at 305 West Pine Street into temporary office spaces for Administration, the
City Clerk's and City Attorneys' offices, and provide break room and bathroorn facilities for the
remaining City Hall employees who will be relocated to temporary trailers. Upon completion of the
City Hall renovation (under separate contract) the trailers will be removed and the Carnegie Basement
will be available for use by other departments.
Plans and specifications for this project were approved on April 20, 1994. The City received the
following six bids for this project

After the bids were opened, Meehleis Modular Buildings, Inc., in a letter dated May 27, 1994, (copy
attached as Exhibit B) requested to withdraw their bid due to mathematical tabulation errors.
Four bid alternates were included in the bid proposals. It is staffs recommendation that the
City Council accept Diede Construction, Inc.'s bid with Alternate 3 (a deduction of $2,700 by deleting
wood baseboard in some Carnegie Basement rooms and substituting 4 -inch rubber base), and award
the contract to Diede Construction, Inc. in the amount of $619,300.

Gentlemen:
We request our bid for the "Lodi Civic Center Improvements" be
withdrawn as allowed per California Government Code Section 4200,
SS 4203.
Our bid Item # 3 and Alt. # 4 contained mistakes which occurred
during the final tabulation period moments before the bid deadline
and made our bid materially different than intended.
We missed the electrical cost for Bid Item # 3 while running our
final total. This $29,953 - omission made our bid materially
different than intended. Our bid for Item # 3 should have been
$58,446 - and ou- Total Bid $637,446.00.
Alternate # 4 amount was revised by our listed Electrical
Subcontractor too late for us to revise our total. Our Alternate
# 4 should have been a deduct of $5000.00. This is materially
different than intended.
Find enclosed documentation related to these events.
Please withdraw our bid of 5/26/94 @ 11:00 a.m. for the Lodi Civic
Center Improvements project.

WHEREAS, in answer to notice duly published in accordance with
law and the order of this City Council, sealed bids were received and
publicly opened on May 26, 1994 at 11:00 a.m. for the bid for Civic
Center Improvements, City Hall Annex Renovation, Carnegie Basement
Renovation, Portable Trailers, described in the specifications therefor
approved by the City Council.on April 20, 1994; and
WHEREAS, said -bids have been compared, checked, and tabulated and
a report thereof filed with the City Manager as follows:

Inc.;
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that
award of contract for Civic Center improvements, City Hall Annex
Renovation, Carnegie Basement Renovation, Portable Trailers, be and the
same is hereby awarded to Diede Construction, Inc., in the amount of
$619,300.00.
