AGENDA TITLE: Request by Efficiency Committee for Council Action
Direction/Concurrence Regarding Continuation of Committee
Work Pending Appointment of Replacement for Chairperson
Jack Fiori
MEETING DATE: February 16, 1994

RECOMMENDED ACTION: That the City Council consider options to be
followed due to the resignation of the chairperson of
the Efficiency Committee. Among those which could be
considered are:
1) Continue the committee with six (6) members
2) Continue the committee with six (6) members and
add a seventh at a later date.
3) Put future work of the committee on hold until a
seventh member is appointed.
4) A replacement for the chairperson
BACKGROUND: On February 8, 1994 the Mayor received a letter of
resignation from the Efficiency Committee Chairperson, Mr. Jack Fiori.
The committee has requested the Council give them direction as to how the
committee should proceed.

IN RE CITY OF LODI EFFICIENCY COMMITTEE
Ladies and Gentlemen:
The committee has requested that I notice the honorable individual's above
with our concerns and desires regarding our charge and commitment. It is
the committee's firm belief that our work should be allowed to proceed with
out interruption and abeyance.
We as a committee are prepared to continue with our duties as requested by
the City Council on December 1, 1993. It is with sorrow that the committee
learned of Joyce Fiori's illness, and their family will remain in our prayer's.
The committee does feel, however, that as a member panel of six, we can
fulfill the requests made by the City Council.
Should the City Council feel i+ incumbent to appoint a seventh member, the
committee proposes that this individual join in progress the study, and he/she
can be enlightened as to our findings upon said appointment. We believe that
as a member panel of six, we are within the guidelines established in our
charge which clearly states the Efficiency Committee will exist of between
five to seven members. The committee defers to the wisdom of the City
Council as to whether or not a seventh member is needed, but in the interim,
prays that you allow the study to continue pursuant to the beliefs of our
committee.
The committee further proposes that the new chairman appointed should
come from within the present committee, selected from one of the six current
members. The committee presents the idea that the committee be allowed to
choose the successor for Mr. Fiori, or be allowed to offer their opinions
before the City Council as to whom they believe would be a proper
replacement for our past chairman.
It is the intention of our committee to work within the guidelines established
by the City Council in respect to the scope of our study and responsibilities.
The committee readily stipulates that it is our predisposed obligation to study
areas where we can offer recommendations that may increase the efficiency
of city operations and save the citizens of Lodi taxpayers money. We
understand that we serve in the capacity of an advisory committee, with no
authority to effect any recommendations that we may offer to the City
Council resultant of our study.
It is in this pursuit, and with these intentions that we approach the council. I
speak not only for myself, but express the opinions of the committee that
were proffered during the Efficiency Committee's last meeting of February 9,
1994. With these thoughts and opinions in mind, we respectively submit
them before the City Council for your consideration and action.
