BACKGROUND INFORMATION: This project involves the removal of soil from the bottom of Lodi Lake. The worts is broken into two phases. The fust. for 3.000 cubic yards. would remove the high spcis in the north and east ends of the Lake to elevation 34.0 which would provide a depth of between 4% feet and 7 feet depending on the River elevation as controlled by the Woodbridge Irrigation District dam. The second phase involves removing another 30,000 cubic yards. filling and grading the low spots in the south and west sides and grading the slopes. The phasing was developed to provide more flexibility in the bids and the award process given our limited budget of $10,000. The project was bid in November 1993 and only one bid was received: $30,000 for Phase 1 and $39,300 for Phase 2. The bid was rejected and the project readvertised. The second bid opening was December 22, 1993, and three bids were received: Warren Gomes Excavating. Inc.. Asta's bid would leave the soil in the undeveloped area west of the Lake. We would have the option of selling it at a later date. however, even if we could sell the soil for $10 per cubic yard. the net cost would still be over $50,000. The question left then is. 'Should we proceed only on Phase 1r As described in the specifications, Phase 1 would not remove the ponds that are left when the lake Is drained. Given the wet weather, it is unlikely any work could be done in the near future. In fact, if we have a wet season like last year, we may not get any work done this year. Also, with a wet year. the River flow will be such that the Lake depth problems experienced in the drought years should not occur. As noted in the previous Council Communication on this project, if we are serious about converting Lodi Lake to a year-round facility. there may be an advantage in deferring the soil removal project. While we earlier thought that the soil removal project would have no effect on the Lake project, that may not be the case based on some recent information we received about man-made lakes. Also, the development and maintenance costs may not be as expensive as we thought, although we have not had enough time to research this further. To address the depth and fish entrapment problem, we could find someone with specialized equipment to'do some minor regrading (i.e., moving the high spots into the low spots) and hire them on an hourly basis. We would then find out just how much work could get done at what cost and make a decision as to what to do within our budget. (Actually, we will have to stay under $5,000 to comply with State law regarding public works projects.) The depth gained would only be comparable to the Phase 1 work, but the work could be done on relatively short notice when (or if) the Lake bottom dries sufficiently. We would initially contact Gomes Excavating since they are familiar with the project and have indicated the lowest costs to date. The Parks and Recreation Director has indicated a preference for this course of action rather than spending over $9,000 on just removing the high spots. We do not believe rebidding the project will be of any benefit. We received many calls on the project during this last bid and it is obvious that the key to a low price is a third party who needs the soil and can work within the limitations we have. Based on our conversations, we are unlikely to find this combination. RECOMMENDED ACTION: If the Council wishes to proceed with removing soil and deepening and regrading Lodi Lake soon, we recommend awarding Phase 1 of the project to Gomes Excavating. However, Public Works and Parks and Recreation staffs feel that the project can be deferred and that we should attempt the minor work described above. More effort should be placed on researching the design and costs associated with making Lodi Lake a permanent lake if Council wishes to pursue that long-term project. Games Excavating, Inc. will not be responsible for road or boat ramp damages due to hauling of export. 2. Dump site furnished by the City of Lodi and cleared for stock piling of 3,000 cubic yards for the period of one year from start of excavation. 3. The first 3,000 cubic yards will be excavated, if weather permitting and if material is dry each to excavate by Hay 1, 1994. 4. City of Lodi will be resposible to supply water to Warren E.
