AGENDA TITLE: Review of Adopt -A -Park Program
MEETING DATE: January 19, 1994
PREPARED BY: Parks and Recreation Director
RECOMMENDED ACTION: At the City Council meeting of January 5, 1994, Mayor Sieglock requested a
review of the Adopt -A -Park program. Therefore, 1 am supplying the attached
information to explain this program and hopeful involvement of the community.
BACKGROUND INFORMATION: I have attached the council communication of June 16, 1993, explaining the
program and requesting approval of same (Exhibit A). Also attached are the
minutes of this council meeting (Exhibit B). An Adopt -A -Park brochure, used
as information to the public, is also included (Exhibit C).
1 will be present at the meeting to answer any questions regarding the program.

TITLES Adopt -A -Park Program
MEETING DATES June 16, 1993

RECOMMENDED ACTION: That the City Council review the Adopt -A -Park concept,
and approve for implementation when the opportunity
arises.
BACXGROUND INFORKATIONs Generally, this is our attempt to involve the community,
service clubs/organizations, businesses, individual
families or area interest groups in projects,
maintenance, neighborhood watch, etc., in various parks
and/or areas of same.
We heard a lot about adopt -a -park programs when we physically contacted other
cities, etc. They said they just get a group, organization, or whomever to do
projects or maintenance on an ongoing basis. Our feeling is we want to do this
also, but to more commit whomever to an agreement with stipulations, tasks to be
done, projects to be completed, controls on same, and a period of time for said
agreement. Therefore, the attached (Exhibit A) is said agreement.
This concept and agreement has been approved by the Parks and Recreation
Commission and suggested it be moved on to the Council for adoption. It is hoped
with this now in place and the publicity from same, plus our efforts to market
the concept, we will get inquiries into this program and some adopt -a -park
programs will come about.
Recognition for various groups, organizations, businesses, etc., would be by park
signage, much like the State of California program. We would indicate Adopt -A -
Park and the party adopting said park.
FUNDING: I would suggest as a group/organization is interested in
adopting a park, that recognition by sign be done at a
place visual to the public (like the State program) - a
sign designating the program and who has adopted the
park, facility, or area. Cost per sign would run about
S150.00 to 5250.00. We would only ask for this money
upon adoption of a park. Funds would come from the
current park operating budget or through a special
allocation requekt.

It is understood that Uwe will contact the Parks Division of the Lodi Parks and Recreation
Department to coordinate the above committed tasks/responsibilities or project, each and every
time work or involvement in the Park or Facility will take place (125 N. Stockton Street OR

lease agreement between the City of Lodi and Mr. Kenneth
Choo for the operation of the golf driving range on the
grounds of Lodi Grape Festival and National Wine Show at
the intersection of North Cherokee Lane and East Lockeford
Street for a 60 -day period to expire on August 31, 1993
with certain conditions by the following vote:
Ayes: Council Members - Davenport, Sieglock, Snider
and Pennino (Mayor)
Noes: Council Members - Mann
Absent: Council Members - None
It was understood that if the problem continued, the lease
would be terminated.
MEETING TO CONTINUE FOLLOWING 11:00 P.M. HOUR
Pursuant to Ordinance No. 1566, the City Council needs a
4/5 vote to continue with the remainder of the meeting
after the 11:00 p.m. hour.
on motion of Council Member Davenport, Sieglock second, the
City Council determined it would continue with the
remainder of the meeting by the following vote:
Ayes: Council Members - Davenport, Mann, Sieglock and
Pennino (Mayor)
Noes: Council Members - Snider
Absent: Council Members - None
RECESS Mayor Pennino called for a ten-minute recess and the City
Council meeting reconvened at approximately 11:50 p.m.
ADOPT -A -PARK PROGRAM
CC -6 Parks and Recreation Director Williamson presented the
CC -27(c) following report.

to be implemented when the opportunity arises.

The Dial -A -Ride program is in need of a radio system to
provide communications between the dispatcher and drivers.
The City is currently renting a radio system for
Dial -A -Ride, but has received funding through the
Transportation Development Act (TDA) to purchase a
communications system for the program.
Requests for Proposal (RFPs) were mailed to four vendors;
four responded prior to the submission deadline. A summary
of proposed equipment costs, including shipping,
programming, tax and installation, follows. Monthly
repeater fees are also indicated.

ADOPT - A - PARK
WHAT 15 THE ADOPT -A -PARK PROGRAM?
Adopt•A-Park is a fun, educational, and worthwhile
program that will provide your organization, company
or group with prominent recognition while saving
taxpayer dollars.
You can clean up and beautify a park, facilities
within parks, or a stretch of nature path with the
cooperation of the Lodi Parks and Recreation
Department and a minimum of red tape.
This is a great way to promote civic responsibility
and community pride.
WHO CAN PARTICIPATE?
• Individuals
• Community organizations, schools and churches
Businesses
PARTICIPATE BY:
Removing litter, and/or
Planting and establishing trees. and/or
Planting shrubs and flowers, and/or
Removing graffiti and/or
Neighborhood!Park watch and/or
Financially sponsoring park maintenance,
equipment, andlor
Financially sponsoring park Improvement;
Purchase and/or install park signs. playground
equipment, park benches, trees, etc.
YOU MAKE THE CHOICE:
You may do the work yourself, with others as part of
an organization, hire a contractor, or provide financial
sponsorship.
YOU GET THE REWARDS:
Aside from your own satisfaction, there is public
recognition as well. The City will place recognition
signs on your adopted area or sponsored equipment.
your contributions will also be acknowledged in
press releases from the City and you will receive a
certificate of appreciation when your project is
completed.
YOUR COMMITMENT:
• Pick up litter in and around your adopted site at
least one day each week.
• Responsibilities will include picking up paper,
MIS, glass (broken glass is to be removed at he
discretion of the group's supervisor), other trash,
and placing it in trash cans at the park.
• Clean and paint buildings or other designated
facilities as needed.
• Follow all safety and permit requirements.
• Provide logo or insignia panels if you want them
on the recognition signs.
• Watch parks and call If potential problem exists.
OUR COMMITMENT:
• We dispose of the trash that you collect.
• We pay for and install recognition sign(s).
* We assist you with planting of trees, shrubs and
technical help with projects.
SAFETY:
• The program depends upon the common sense
and responsibility of individual participants.
• No power tools such as lawn mowers, tractors;
or chain saws are permitted to be used by the
adopting party.
• Participants hold the City harmless for death,
injury or property damage which might have beer
prevented by their action.
MEMORANDUM OF UNDERSTANDING:

MOU will state the organization's and individuals
responsibilities, it will Identify the adopted park and
the day the group elected to clean the park or do
related projects.
HOW TO GET STARTED:
• Select the location you would like to adopt.
• Complete the Program application.
• Discuss the location and project with the Parks
Superintendent.
• Allow two months for sign placement.
• Review and follow safety requirements. If

If you want a Pant which le already adopted:
Your name can be placed on a waiting list. if tN
current adopter quits, you will have a chance to
adopt that area according to your rank on the
waiting list.
MULTIPLE ADOPTIONS AND PERMITS:
• Participants may adopt multiple parks with the
approval of the Director of Parks and Recreation.
• You cannot transfer your permit to others.
