COUNCIL COMMUNICATION
AGENDA TITLE: Posting for Vacancy on the Lodi Arts Commission
MEETING DATE: February 2,1994

RECOMMENDED ACTION: That the City Council, by motion action, direct the City Clerk to post for a
vacancy on the Lodi Arts Commission.
BACKGROUND INFORMATION: The attached letter of resignation was received from Harmon D.
Skillin of the Lodi Arts Commission expressing his need to resign
from this Commission. Mr. Skillin's term is due to expire on July
1. 1994.
State statute requires that the City Clerk post for vacancies to allow citizens interested in serving to
submit an application. The City Council is requested to direct the City Clerk to make the necessary
postings.
FUNDING: None required.

Because I am being transferred from Lodi to Stockton. I must herby resign
from the Lodi Arts Commission. 1 do this with regret. My association with
the commission has enriched my life here in Lodi. I have thoroughly enjoyed
my relationship with the members of the commission, their vision, their
energy, their excitement, their humor, their generosity and their
cornmittrnent to Lodi and the arts. Lodi is a city with a grand future and I
will miss working with its leadership and citizenry to create and shape that
future.
Thank you for the honor of serving on the commission, and may God bless you
all.

AGENDA TITLE: Public Hearing for February to Consider Sproul Reorganization
Including Annexation to the City of Lodi and Detachment from
Certain Districts as Approved by the Local Agency Formation
Commission Located at 5435, 5479, 5535, 5567 5909 and 6161
East State Route 12 and 17282 North Guild Avenue
MEETING DATE: February 2, 1994

RECOMMENDED ACTION: that the City Council conduct a Public Hearing to
consider the Sproul Reorganization, including annexation
to the City of Lodi and detachment from certain districts
as approved by the Local Agency Formation Commission located at 5435, 5479, 5535,
5567 5909 and 6161 East State Route 12 and 17282 North Guild Avenue.
BACKGROUND INFORMATION: The Sproul Reorganization consists of 7 parcels and
contains 40 acres. When the City Council initiated the
reorganization it consisted of only the parcels located
at 5909 and 6161 East State Route 12. After the Council acted, Mr. Gary Guthrie,
owner of 17282 North Guild Avenue (northeast corner of State Route 12 and Guild
Avenue), petitit;ned LAFCO for annexation to the City. The parcels at 5435, 5479,
5535 and 5567 East State Route 12 were added to the annexation by LAFCO.
The Local Agency Formation Commission approved the reorganization consisting of all
7 parcels on December 17, 1993 with the following condition:
"The City's Resolution completing the reorganization shall state that the
affected territory will remain within the boundary of County Service Area
No. 53, Household Hazardous Waste."
Since this annexation did not have 100% owner consent LAFCO could not waive hearing
and notice. No one protested at the time of the LAFCO hearing.

prepaid thereon, containing a copy of the Notice attached hereto, marked

hearing.
