SPECIAL MEETING TO DISCUSS REFUSE RATE APPLICATION REQUEST
The topic of discussion was:
1 Refuse rate application request
Assistant City Manager Glenn presented a report regarding the matter and informed the
City Council that, upon reviewing the refuse rate application. the numbers appear to be in
accordance with the rate methodology. Cindy Kline with Barakat and Chamberlin, Inc.
spoke on behalf of Sanitary City Disposal Company and presented detailed information
regarding the requested 8.5% rate increase and how those numbers were derived.
Following questions from the City Council Members, Mayor Sieglock opened the meeting
to the public. The following persons spoke on the matter:
1. Stan Harper spoke in opposition to the requested rate increase and complained
about the service provided by Sanitary City Disposal:
2. Eileen St. Yves. 310 South Orange Street, Lodi, spoke in opposition to the high
rate increase request and suggested that something be done to assist the
apartment complexes who are paying the same rate as everyone else. but not
receiving the same benefits;
3. John Connelly. representing "retired people", spoke in opposition to the
requested rate increase and saki that the 12% profit that Sanitary City Disposal
Company receives is too high;
4. Richard Lucas spoke in opposition to the requested rate increase and stated tl, it
the City needed free enterprise, Council Member Davenport asked the City
Attorney to explain what the contract with Sanitary City Disposal says regarding
termination of the contract. City Attorney McNatt replied that the contract is
dated September of 1988, it runs for seven years and there is an option for the
City to renew. The City. therefore, has bound itself for the seven years of the
contract, and, therefore, we cannot terminate and go out to bid until the contract
has run out. Council Member Davenport requested that the following language
from the contract between the City of Lodi and Sanitary City Disposal Company
be stated into the record, "In the event City exercises its right to terminate this
Agreement, City may, at its option, either directly undertake performance of the
services or arrange with other persons to perform the services with or without a
written agreement".
5. O. C. Lawson thanked Council Member Davenport for the fortitude and ability to
offset all of the things that were brought up against him not too long ago and
further complained about the requested rate increase for refuse rates;
6. John Young spoke in opposition to the requested rate increase and stated that
the City should lower and then freeze the rates. Mr. Young also commented
that the franchise with Sanitary City Disposal is more like a monopoly:
Fred Erickson spoke in opposition to the rates and questioned whether or not
there was a "vacation rate":

8. Stan Harkness spoke in opposition to the requested rate increase and
questioned whether or not the audit that was prepared of the Sanitary City
Disposal Company's records was going to be used when setting these rates;
9. Penny Mattos ,:uestioned why the citizens of this community were being
penalized with a rate increase for doing such a good job at recycling:
10. Curtis Jenkins spoke in opposition to the requested rate increase and
complained about how terrible the streets look on garbage day;
11. Dennis Cochran. 935 Coloma Street, Lodi. spoke against the requested rate
increase and stated that competing companies would help keep the costs down;
12. Warren Mantz spoke in opposition to the requested rate increase and stated that
now is the time to start looking at ways to reduce costs and how to save money;
13. Virginia Snyder. representing the Lodi East Side Improvement Committee, again
recommended to the City Council that it consider a curb -side recycling program
to pick up discarded household items. Ms. Snyder, upon asking Sanitary City
Disposal Company. confirmed that it may cost only S0.25 a month for a yearly
pick up, and she urged the City to discuss this matter with Sanitary City;
14. Thomas Murphy, representing associations in general, spoke in opposition to the
requested rate increase and also requested that the City Council look into ways
to help apartment complexes, condominium communities, etc.;
15. Frank Alegre commented that Sanitary City Disposal Company does a good job;
however, he does not support the requested rate increase of 8.5% and feels that
its profit of 12% is too high. Mr. Alegre further suggested that the Efficiency
Committee should look into this matter; and
16. Lee Miuns, 1416 Keagle Way, Lodi, stated that the language about percentages
is a "smoke screen" and urged that the increase be referred to in the dollar
amount. Further, Mr. Miuns opposes the requested increase.

FOR NORTHERN CALIFORNIA
This is a rate survey of residential refuse service for
municipalities in the Northern California area. • This survey
was done to show the types of refuse service and the rates for
these services. The availability of special programs such as
recycling and household hazardous waste are also noted. The
information which follows is listed alphabetically by munici-
pality. Included in this information for each municipality are
the following:

CITY OF DANVILLE

The Central Contra Costa Sanitary District administers the
franchise agreement for the City of Danville, which is with Valley
Waste Management.
FRANCHISE FEE:
The franchise fee is based upon the actual administrative costs and
is reviewed annually.
TYPE OF SERVICE:
Weekly curbside service includes refuse, recycling and yard and
garden waste. Wastecarts are provided.
Weekly handicapped backyard service is provided upon request.
RATES:
Last Rate Increase: January 1, 1994.
Next Rate Review: Annually - January 1995.
The following levels of service and rates include recycling, one
32 -gallon can of garden trimmings for weekly pick-up, and three
refuse clean-ups per year. Service is not mandatory.
1 - 32 -gallon w/c - $21.75/month
1 - 64 -gallon w/c - $43.50/month
2 - 64 -gallon w/c's - $87.00/month
1 - 96 -gallon w/c - $65.25/month
2 - 96 -gallon w/c's - $130.50/month
The City is using automated vehicles for residential collection.
RECYCLING:
The program consists of segregated recyclables in three stackable
crates collected at the curbside.
YARD AND GARDEN WASTE:
One 32 -gallon can of yard waste is serviced weekly at the curb.

The County has -implemented an 18 month program (Summer of 1993) and
will be servicing 18 cities through a mobile collecti.n center
program (targeting one city each month). The City of Danville
hosted an event in January 1994.

$75.00 per ton tipping fee is charged by the Acme Transfer Station.
Keller Canyon is the disposal site.

sent out for recycling discounts. Coupons pay up to $5.00 in cash
for recyclables brought in to the recycling center and one month
free of curbside recycling service.

A weekly curbside program consisting of one 15 -gallon co -mingled
container.

SPECIAL SERVICE:
The County provides quarterly events where a maximum of 3 cubic
yards per household of refuse and yard and garden waste are
collected curbside at no additional charge.
RECYCLING:
The curbside recycling program consisting of three stackable
containers for single-family dwellings is a voluntary program, but
the cost is included in all collection rates.
YARD AND GARDEN WASTE:
Residents car. participate in quarterly curbside clean-ups at no
additional charge. Scheduled for implementation in July 1994,
residents will be offered a yard and garden waste program,
including 96 -gallon wastecarts which will be serviced every other
week.

A Christmas tree recycling program is provided by California Waste
Removal Systems and the Boy Scouts of America for recycling and
fundraising efforts for local scout troops.
HOUSEHOLD HAZARDOUS WASTE:
Batteries and waste motor oil are collected at the recycling
center. The City of Lodi participates in County held events.
COMMUNITY CLEAN-UP:
An annual Spring Clean -Up is held where the equivalent of six 32 -
gallon cans of non -hazardous waste is collected at no extra charge
on the customer's regular service day. The contractor provides
this service (at a substantial cost) to the City at no charge.
This service is not part of the contract.
LANDFILL:
The regular rate is $22.93 per ton at the North County Landfill
effective April 1, 1993. Because California Waste Removal Systems
processes recyclables and yard and garden waste prior to using the
landfill, they pay a reduced rate of $17.93 per ton.
