AGENDA TITLE: Advertisement for Bids for 48 Helmets with Face Shield for the Fire
Department

RECOMMENDED ACTION: That the City Council authorize the advertisement for bids for 48 Model
1010 fiberglass reinforced helmets with face shield, manufactured by
Cairns & Brother, Inc., Clifton, New Jersey. (Product Information
Sheet is attached).
BACKGROUNDINFORMATION: These helmets are recommended for purchase for several reasons. The
composite construction and traditional design offer superior frontal, rear
neck, and ear protection from falling debris, while the temperature -
resistant safety shield offers face and eye protection in compliance with OSHA requirements.
Further, Cairns helmets are in use in the City of Stockton and in both Woodbridge and Mokelumne Fire Districts,
and discussion with Stockton officials indicates that the use of Cairns helmets has resulted in reduction of the
number of head injuries inflicted by falling debris.
Finally, many of the Lodi Fire Department's helmets are over 25 years old, and are not in compliance with CAL -
OSHA standards.
Cairns has provided the names of three California distributors who can submit bids for these helmets.
FUNDING: Funds are available in the Fire Department's 10.0-201.01-356 Account.
Estimated Cost: $8,500.00

STANDARD FEATURES:
HELMET SHELL
The Classic shell is through color molded of long fibered fiberglass
encapsulated in high-temperature resistant thermoset resin.
• Protective aluminum cored brim edging with nickel plated D and
stainless steel clip hanger.
• Attached brass front piece holder to accommodate an optional 6' fire
department leather front piece. Front bracket included.
• Dimensions: length 15 1/2", width 12", crown depth 6'.
• Colors: Supplied in four basic colors black, yellow, white and
red. Orange and blue are available on special order, please contact
the factory.
THE CAIRNS IMPACT CAP
The Cairns patented M602 Impact Cap dramatically increases the levels of
protection where you need it most. Made of high temperature resistant rigid
urethane foam, it is thicker at the sides for superior protection against side
impact and penetration.
• Impact cap is field removable for periodic inspection of the foam's integrity
• Provides attachment of the Cairns ratchet and liner, as well as a six -way
overhead webbing suspension system
SIX -WAY SUSPENSION SYSTEM
Cairns' six -way overhead strap suspension system reduces shock transmis-
sion at the top of the helmet while providing a comfortable and deep, snug
fit.
• Helmet weight is evenly spread over the liner and overhead strap
suspension which allows for unmatched comfort.
• Three fixed 3/4" nylon web overhead straps mounted at six points provide a
cradled fit.
SYNERGISTIC STRAP -LOCK SYSTEM
Six -way overhead straps are attached directly to the impact cap by means of
Cairns Strap -Lock ring.
• Ring integrates and amplifies the natural shock -absorbing qualities of the
foam liner with those of the suspension straps.
• Provides greater range of shock attenuation and energy dispersion than
systems where straps attached to helmet shells or impact liner sockets.
SATEEN CUSHION LINER
Sateen cotton liner is sewn to a foam padded, high density polyethylene
headband and joined at the top by an adjustable lace to forma cradle which
provides unmatched depth adjustment/flexibility.
CAIRNS RATCHET -SIZING ADJUSTMENT SYSTEM
Custom fits head liner system in 1/8" increments: deep nape, and improved
mechanism.
• Adjustment knob accommodates most head sizes with a short, clockwise
turn to tighten or a counter -clockwise turn to loosen
• Conforms to your head in just seconds with or without S.C.B.A. or
protective hoods.

CHINSTRAP
Provided with both a postman's slide and a quick release buckle it provides
for true one hand adjustment and ease of donning and doffing.
• The postman's slide. located on the right hand side of the head, for quick
adjustments of the chinstrap
• The lime -yellow colored quick -release buckle. located on the left side
of the head. for two section operation of the chinstrap when donning
or doffing over SCBA.
• Velcro stowage eliminates the loose "tail" end

helmet should you become entangled or fall through an opening; it releases

the shell but retains the impact liner and earlaps on your head so that you
have some level of protection.
• improved combined Impact Cap/retention system achieves a predictable
751b. shell -releasing action should your helmet shell become lodged or
hung up.
• Eliminates the fear of being hung up by your chinstrap so that the
chinstraps may be worn with confidence.
JUMBO EAR AND NECK PROTECTION
Standard Nomex ear/neck" protection measures 18' by 61/2" to provide a
full measure of coverage.
• Outer shell of 4.5 oz. per sq. yd. Nomex, lined with flame resistant cotton
flannel for comfort.
• Attached to the impact liner by hook and pile fasteners for ease of removal
and cleaning without disassembly of the helmet liner or suspension.
FACESHIELD
The standard faceshield is the wrap-around high performance, high
temperature resistant TUFFSHIELDTM" lens mounted to the helmet with high
temperature resistant, glass fiber reinforced nylon pivot bracket assemblies
a handwheel that provides retention and tension. This allows the lens to be
set at any angle, raised or lowered, a crescent locking washer retains the
handwheel to the pivot bracket.
TUFFSHIELDTm LENS FEATURES
• High temperature resistant, high performance thermoplastic lens.
• Dimensions 18" x 4 1/2' x 0.145' .005" thick.
• Hard -coated exterior and permanently anti -fog treated on its interior
surface.
• Exceeds abrasion and impact resistance requirements for Project Fires'
P.E.P.S. and NFPA, USFA and USFA/NASA 1979.
HIGH -VISIBILITY
• Unique high -visibility tetrahedron shaped trim for day/night visibility.
CAIRNS 1010 PERFORMANCE REQUIREMENTS
• Exceeds NFPA 1972 latest revision.
• Exceeds US -OSHA (CFR 1910) NBSIR-1977
• Meets Cairns' extended performance criteria for head protection.
OPTIONS
CAIRNS LINER SYSTEMS
Alternate liners such as the LNSW/LRP or sweatband liner are available.
Additional protective hoods such as Cairns winter liners. Pbi earlaps. Cliff
Reed or Balaclava Hoods may be ordered.
FRONTPIECES
Authentic Cairns fire department 6" leather identification frontpieces are
available in custom designs.
