AGENDA TITLE: Purchase of Disk Operating Subsystem
MEETING DATE: June 21, 1995

RECOMMENDATION: My motion, authorize the purchase of a 9337 disk subsystem for the City's AS 400
computer system.
BACKGROUND: The AS 400 computer located in the Finance Department is the central computer system used
to process critical Police, Fire and Finance Department applications in support essential and high priority services in the
Police, Fire and Finance Departments, i.e. Police/Fire Dispatch, Police Investigations, and Utility Billing. In addition,
this system provides the data base and data processing resources for essential and the on-going services in Police, Fire,
Finance and Community Development. This includes. accounting, budgeting and payroll processing in the Finance
Department; word processing, reporting and crime analysis in - the Police Department: tracking and reporting on building
permits in Community Development; and, word process and reporting in the Fire Department.
Disk Operating Subsystem
For the AS 400 to operate at peak efficiency, the disk operating system should not exceed 70% of capacity. As file storage
exceeds this limit, the probability of a system failure increases and could have an adverse impact critical operations in
Police, Fire and Finance . The current disk operating system is operating between 75% and 80% capacity. Data
Processing could store excess files on tape and reload this data on request. However, most of the information on the
system is required to be used on a real time basis. In addition, the additional disk space will be needed to update
application software in the next two years.
The Finance Department is recommending that the City purchase a 9337 disk to increase disk storage from 4.8 GB to 8.8
GB.
Management Information Systems Committee
This request has the endorsement of the City's MIS Committee. The Committee is currently studying the City's
information and computer systems to determine the best strategy to improve information services. The Committee is
looking at a City wide bulletin board, information sharing, E-mail, software standardization and software upgrades. Final
recommendations will be made to the City Council in fiscal year 1995-96 on completion of the study.
Purchasing
The City standardized on IBM equipment in the 1980's for the City's main computer platform due to the reliability of the
equipment and the support services provided by IBM. Equipment reliability and system support is a necessary standard
for this equipment considering that public safety and finance operations are dependent on this equipment for day-to-day

operations. As such, staff is recommending that the disk operating system be purchased front IBM. The difference in cost
is $84 from a competitive vendor.
