RECOMMENDED ACTION: Information only.
BACKGROUND INFORMATION: The City of Lodi has Received Advanced Notification from King
Videocable Company Regarding Specific Rate/Tax Adjustments,
Effective July 23, 1995. Rate adjustment has been delayed to
coincide with a rate adjustment to "basic" service. Adjustments
are in accordance with new rate regulation guidelines developed
by the FCC and the 1992 Cable Act.

Dear Mr. Peterson:
On June 9, 1995 I advised you in writing of King Videocables intent of adjusting our customers,
your constituents, San Joaquin County Possessory Interest Tax. This adjustment was targeted for
implementation beginning with our customers July billing statements.
We are delaying this adjustment until July 23, 1995 to coincide with a rate adjustment to our
"Basic" level of service (the tier beyond Lifeline service and which provides our customers with
satellite services such as USA, SPORTSCHANNEL and A & E).
These adjustments will be in accordance with new rate regulation guidelines developed by the
Federal Communications Commission (FCC) and the 1992 Cable Act.
Please review the attached customer bill message/insert official notifications for the specific
rate/tax adjustments. These notifications clearly explain any applicable changes that will take
effect July 23, 1995. Our least expensive level of cable service, Lifeline, will NOT change.
Cable operators are allowed by Federal Law to pass on to customers any rate increases we pay to
basic cable television networks. Our upcoming rate adjustment is a reflection of price increases
from such networks as TNT, ESPN, USA, A & E, etc,; plus an adjustment of approximately 5%
for inflation from October, 1992.
In keeping with our policy of providing advanced notice of rate adjustments to local officials and
customers the attached information may be helpful should questions arise from your constituents.

NOTICE OF CHANGES IN CABLE RATES
FOR LODI AND SAN JOAQUIN COUNTY
This notice shows specific rate increases and compares your current rate with the
new rate (and shows the differences) which become effective with next month's bill.
The increase in the cost for Basic (the tier beyond Lifeline service and which pro-
vides you with satellite delivered services such as USA, SPORTSCHANNEL and
ME) results from increased costs we must pay for the right to distribute program-
ming and/or adjustments permitted by the FCC (CPI adjustment of approximately
5% for inflation from 10/92).
The rates for all services not listed remain the same at this time.
In accordance with the FCC rules and regulations you, as a customer, have the right
to file a complaint with the FCC regarding any rate changes on our Basic tier (the tier
beyond Lifeline service and which provides you with satellite delivered services such
as USA, SPORTSCHANNEL and ME) within 45 days from the time the change
appears on your bill. The address and phone number of the FCC is:

Complaints must be filed on an FCC Form 329 which is available from King Videocable
Company, the FCC, and from your local franchise authority; City of Lodi or San
Joaquin County. Please see your bill for addresses and telephone numbers.

COUNTY ASSESSOR THAT COVERS OUR USE OF THE "PUBLIC RIGHT OF WAY".
POSSESSORY INTEREST TAX, MUCH LIKE A PROPERTY TAX, IS FOR THE CABLE
LINES IN OUR SERVICE AREA. BEGINNING WITH YOUR JULY STATEMENT WILL
BE A.51 CENT ADJUSTMENT TO THE CURRENT .43 CENT TAX FOR A TOTAL OF .94
