BACKGROUND INFORMATION: The project will install a 14' by 20' insulated, fully conditioned steel building within the Henning Substation. Existing control panels and telemetry equipment will be relocated from the Operations Center into this building by Department staff (phase 1, 1995-96) to provide needed space for expansion of the Operations Center (phase 2, 1996-97). FEET RE SON City Manager Cc -1 h;luserladminlctycncllcc1.816 August 6, 1995 NOTICE TO CONTRACTORS CONTRACT NO. 10 -SJ -0 -Lodi STPLHG-5154(005) STREET LIGHT INSTALLATION PROJECT VARIOUS ARTERIAL AND COLLECTOR STREETS Sealed proposals for the work shown on the plans entitled: Special Provisions Notice to Contractors Proposal and Contract Street Light Installation Project Various Arterial and Collector Streets will be received at 212 West Pine Street, Lodi City Hall Annex, P. O. Box 3006, Lodi, California, 95241-1910, until 11 a.m. on Wednesday, September 6, 1995, at which time they will be publicly opened and read. General work description: The work consists of furnishing and installing street lighting systems at various locations, furnishing lighting equipment for installation by City forces; and such other items or details not mentioned above that are required by the plans, Standard Specifications, or Special Provisions for this project. This project has a goal of 11 percent disadvantaged business enterprise (DBE) participation. No pre-bid meeting is scheduled for this project. THIS PROJECT IS SUBJECT TO THE 'BUY AMERICA" PROVISIONS OF THE SURFACE TRANSPORTATION ASSISTANCE ACT OF 1982 AS AMENDED BY THE SURFACE TRANSPORTATION EFFICIENCY ACT OF 1991. Bids are required for the entire work described herein. At the time this contract is awarded, the Contractor shall possess a Class A license. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. Noticcoadoc Plans, specifications, and proposal forms for bidding this project are available for $30 (nonrefundable) and can only be obtained at Lodi City Hall, 221 West Pine Street, P. O. Box 3006, Lodi, California, 95241-1910, (209) 333-6706, and may be seen at the above office. A set of plans, specifications and proposal forms will be mailed upon receipt of $37 (nonrefundable). The successful bidder shall furnish a payment bond and a performance bond. The City of Lodi hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Minimum wage rates for this project as predetermined by the Secretary of Labor may be examined at the same offices as described herein before where the plans, specifications, and proposal forms may be seen. If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the prevailing wage rates determined by the State for similar classifications of labor, the Contractor and his subcontractors shall pay not less than the higher wage rate. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wage rates and the federal minimum wage rates for this project as predetermined by the United States Secretary of Labor, and now set forth in Section 5.2 of these special provisions for this project. Attention is directed to the Federal minimum wage rate requirements in said books entitled "Proposal and Contract". If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the general prevailing wage rates determined by the Director of the California Department of Industrial Relations for similar classifications of labor, the Contractor and subcontractors shall pay not less than the higher wage rate. The Department will not accept lower State wage rates not specifically included in the Federal minimum wage determinations. The includes "helper" (or other classifications based on hours of experience) or any other classification not appearing in the Federal wage determinations. Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors shall pay not less than the Federal minimum wage rate which most closely approximates the duties of the employees in questions. For any monies earned by the Contractor and withheld by the City of Lodi to ensure the performance of the contract, the Contractor may, at Contractor's request and expense, substitute securities equivalent to the amount withheld in the form and manner and subject to the conditions provided in Chapter 13 (commencing with Section 4590), Division 5, Title 1 of the Government Code of the State of California.
