AGENDA TITLE: Purchase of Padmount Transformers ($49,526.23)
MEETING DATE: August 16, 1995

RECOMMENDED ACTION: That the City Council adopt the attached resolution
awarding the bid for the purchase of six sizes of padmount
transformers to the two bidders whose proposals and
equipment meet City of Lodi specifications, and whose
transformers yielded the lowest overall life -cycle costs:
Cooper Power Systems, Milwaukee, WI (Items 1, 2, and 3) $29,150.70
Western States Electric, Portland, OR (Items 4, 5, and 6) $20,375.53
BACKGROUND INFORMATION: On July 5, 1995, the City Council approved specifications
and authorized the advertisement for bids for two sizes of
single-phase, and four sizes of three-phase padmount
transformers. On August 3, 1995, bids were opened, and
total life -cycle costs were evaluated. Life -cycle costs are the combined total of purchase price plus cost
of operation based on estimated power loss during the projected life of the transformer. Proposals are
also evaluated on the basis of compliance with equipment and bid specifications. Failure to comply with
both may lead to disqualification of the bid. A summary of the bid evaluation is attached as Exhibit A.
FUNDING: Funds for this purchase are available in the Electric Utility
Department's Aerating Fund.

A RESOLUTION OF THE LODI CITY COUNCIL
AWARDING THE BID FOR THE PURCHASE OF VARIOUS SIZES OF
PADMOUNT TRANSFORMERS FOR THE ELECTRIC UTILITY DEPARTMENT
WHEREAS, in answer to notice duly published in accordance with law and the order of
this City Council, sealed bids were received and publicly opened on August 3, 1995 at 11:00 a.m.
for the bid for the purchase of various sizes of padmount transformers for the Electric Utility
Department, described in the specifications therefore approved by the City Council on July 5,
1995; and
WHEREAS, said bids have been compared, checked, and tabulated and a report thereof
filed with the City Manager as shown on Exhibit A attached hereto; and
WHEREAS, the City Manager recommends that award of the bid for the purchase of
various sizes of padmount transformers for the Electric Utility Department, be made to the two
responsible bidders whose proposals and equipment met City specifications, and whose
transformers yielded the lowest overall life -cycle costs in each rating category, to wit:
Cooper Power Systems, Milwaukee, WI Items 1, 2 and 3 $29,150.79
Western States Electric, Portland, OR Items 4, 5 and 6 $20,375.53
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of the
purchase of various sizes of padmount transformers for the Electric Utility Department, be and the
same is hereby awarded to the two above-described responsible bidders, in the total amount of
$49,526.23.

awarding the bid for the purchase of ten sizes of pole -
mount transformers to the three bidders whose proposals
and equipment meet City of Lodi specifications, and
whose transformers yielded the lowest overall life -cycle costs:

G. E. Supply Co., Sacramento (Items 2, 3, 7 & 8) $36,874.20
