HomeMy WebLinkAboutAgenda Report - August 15, 2001 E-18AGENDA TITLE: Adopt Resolution Authorizing the City Manager to Accept and Sign the Master Agreement for State Funded Projects No. 000154 and All Agreements and Related Documents for State Transportation Projects; and Adopt Resolution Authorizing the City Manager to Accept and Sign All Agreements and Related Documents for Federal Aid Projects, Effective August 1, 2001 MEETING DATE: August 15, 2001 PREPARED BY: Public Works Director RECOMMENDED ACTION: Adopt resolution authorizing the City Manager to accept and sign the Master Agreement for State Funded Projects No. 000154 and all agreements and related documents for state transportation projects; and adopt resolution authorizing the City Manager to accept and sign all agreements and related documents for federal aid projects, effective August 1, 2001, and all future master agreements for federal and state transportation projects. BACKGROUND INFORMATION: In the interest of improving project delivery and reducing paperwork and staff time, Caltrans has recommended that agencies adopt a resolution authorizing the City Manager to sign all Program Supplements for state - funded projects and federal -funded projects, without having to receive City Council approval each time. Up to now, staff prepared a Council Communication and City Council reviewed and voted on each Program Supplement for state -funded or federal -funded transportation projects, even though City Council had already approved the budget and/or plans and specifications for each project. Now, with the increased state funding, we need a similar Master Agreement and authorized signator on Program Supplements on state transportation projects. To be consistent with our policies, we are recommending that all such contracts be executed by the City Manager. FUNDING: Not applicable. Richard C. NOW, THEREFORE, BE IT RESOLVED, by the Lodi City Council, that the City Manager be, and is hereby authorized, to accept and sign the Master Agreement entitled, "Administering Agency — State Agreement for State Funded Projects No. 000154, and all Agreements and Related Documents for State Transportation Projects, effective August 1, 2001.
