AGENDA TITLE: Amend Traffic Resolution by Adopting a Resolution Authorizing the City Manager to
Modify the Parking Restriction Duration in the Vicinity of Pacific Coast Producers,
32 East Tokay Street

RECOMMENDED ACTION: That the City Council adopt a resolution amending Traffic Resolution 97-148,
Section 3, by authorizing the City Manager to modify the parking restriction
duration in the vicinity of Pacific Coast Producers (PCP) (Exhibit A).
BACKGROUND INFORMATION: Staff received a request to modify the time period of the residential
parking restrictions in the vicinity of PCP. In 1985, City Council
approved the residential parking restrictions, after hearing concerns
from the residents about parking problems. After reviewing several
solutions, City Council approved a no -parking restriction during the following times:
8:00 to 9:00 AM
3:00 to 4:00 PM
3:00 to 4:00 AM
Every day, from June 1 through March 31.
Simultaneously, Council approved a residential parking permit program which allowed residents to park on
street during these times.
The intent of the parking restriction was to reflect the peak cannery season. However, at the time of approval,
City Council arbitrarily established the parking duration from June 1 through March 31. Staff recently
contacted PCP and they indicated the peak cannery season includes June, July, August, September, and the
first week of October. Staff recommends authorizing the City Manager to modify the parking restriction
duration as needed. This will allow staff to modify the duration administratively if the peak season changes in
the future. At this time, staff intends to modify the restriction duration to June 1 through October 15. A shorter
time period will be less restrictive and reflects the intent of the restriction.
If City Council approves this modification, staff will modify the signs. There will be no other changes to the
restrictions. Residents will still be able to purchase residential permits for $5.50 for a 3 -calendar -year period
allowing them to park their vehicles at all times in the restricted area. The permit cost is minimal and assists
in funding the permit stickers, signs, and administration costs.
FUNDING: Funding from Street Maintenance Account for sign modifications will cost approximately $200.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO MODIFY THE PARKING DURATION
IN THE VICINITY OF PACIFIC COAST PRODUCERS, 32 EAST
TOKAY STREET, AND THEREBY AMENDING TRAFFIC
RESOLUTION NO. 97-148
NOW, THEREFORE, BE IT RESOLVED, that City of Lodi Traffic Resolution No.
97-148, Section 3(C-1) "Street Parking Restrictions" is hereby amended by modifying
the No -Parking duration in the vicinity of Pacific Coast Producers, 32 East Tokay Street,
as follows:
Section 3 - Street Parking Restrictions
The following portions of streets shall have no parking for the duration indicated and
shall be designated by appropriate signs or markings. Unless otherwise designated,
this restriction applies every day except Sundays and holidays. The City Manager
shall establish the parking restriction duration and designate areas with appropriate
signs in accordance with City policies and applicable laws.
1. No parking during the following times, every day:
8:00 a.m. to 9:00 a.m.
3:00 p.m. to 4:00 p.m.
3:00 a.m. to 4:00 a.m.
Stockton Street (west side) from 200 feet north of Tokay Street to Flora Street
Stockton Street (east side) from Mission Street to Flora Street
Washington Street from Vine Street to Tokay Street
Eden Street from Stockton Street to Washington Street
Tokay Street from Stockton Street to Washington Street
Redwood Street from Stockton Street to Washington Street
Maple Street from Stockton Street to Central Avenue
Cherry Street from Stockton Street to Washington Street
Vine Street from Stockton Street to Washington Street
Watson Street from Stockton Street to Washington Street

We would like to express our dissention to your propose,: amendmenLof
Traffic Resolution 97-148, Section 3
We do not feel that is a good idea. What is happening now with the ordinance,
is that people buy the City Permits, move their cars ar;,und between 8:00 to 9:00
A.M, and 3:00 to 4:OOP.M, and the rest of the time these cars are parked on the
street for months at a time. And of course they are nev:_r parked in front of the
individuals house, because they always like their porti,n cleaned by City Street
Sweeper, so they park them in front of a neighbors house. If you shorten the
length of time the Ordinance is in affect, it will just mean their cars will be
parked for a longer period of Lime, without being moved, on all streets in this
parking ordinance sL-reet.,area.
Then in Lime, this portion of the Eastside will become a used junked car haven, and
we'll go right back into the blighted area it used to be.
We have lived in the same house since October 1953, and have witnessed many,
many changes in this area, but we feel that this Ordina:;ce, just as it is, has
by far benefitted this area the most.
