BACKGROUND INFORMATION: Resolution 90-04 (copy attached) was passed shortly after the remodel of the Carnegie Forum and described use policies for the building. With subsequent remodeling of the basement, the resolution is now out of date and should be rescinded. In addition, use of Carnegie Forum was incorporated into the City's Administrative Policy Manual (see attached). Therefore, a new resolution is unnecessary. FUNDING: Not applicable. Dixon Flvnn -- Ci CARNEGI EFORUMUSE 07/18/01 RESOLUTION NO. 90-04 RESOLUTION OF THE LODI CITY COUNCIL ADOPTING A USE POLICY FOR THE CARNEGIE FORUM WHEREAS, the City of Lodi has recently completed construction of the Carnegie Forum at 305 West Pine Street, Lodi; and WHEREAS, the City Council and Lodi's citizens are very proud of this beautiful civic structure and recognize the important role this building continues to have in our community; and WHEREAS, it is important that a Use Policy for the Carnegie Forum be adopted tc ensure consistency in the availability of this facility. NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Lodi does hereby adopt the Use Policy for the Carnegie Forum set forth on Exhibit "A" attached hereto and thereby made a part hereof. The following are authorized uses of the various main floor spaces in the Carnegie Forum. 1. All meetings of the City Council. 2. All meetings of City boards and commissions when such boards and commissions are staffed by a City liaison person. 3. Meetings called by a City Councilmember(s) to discuss City business with constituents and others. 4. Department and division head meetings and other City staff meetings. 5. City employee training sessions. E. General meetings of City employees for the purpose of disseminating job-related information. 7. City staff professional association meetings. 8. Lodi City Employees' Association meetings. 9. City -sponsored community awareness programs. _ B. The basement area is not available for use other than storage. C. The kitchen is not to be used for full food preparation (cooking). D. Light food products (sandwiches, etc.) may be served only in the Conference Room. E. All requests for use of Carnegie Forum spaces shall be made through the Secretary to the City Manager. Exceptions to this policy. may be made only on the authority of the City t Council. SECTION 2: USES The following are authorized uses of the spaces in the Carnegie Forum. 1. All meetings of the City Council. 2. All meetings of City boards and commissions when such boards and commissions are staffed by a City liaison person. 3. Meetings called by a City Councilmember(s) to discuss City business with constituents and others. 4. Department Head and other City staff meetings. 5. City employee training sessions. 6. General meetings of City employees for the purpose of disseminating job-related information. 7. Professional meetings hosted/conducted by City staff. 8. City -sponsored community awareness programs. L4PPM1CF RESOLUTION NO. 2001-187 A RESOLUTION OF THE LODI CITY COUNCIL RESCINDING RESOLUTION NO. 90-04 RELATING TO THE CARNEGIE FORUM USE POLICY WHEREAS, following the construction remodel of the Carnegie Forum located at 305 West Pine Street, Lodi, California, the City Council adopted Resolution No. 90-04 delineating a Use Policy for the building; and WHEREAS, since that time, the Carnegie Forum Use Policy has been included in the City of Lodi Administrative Policy and Procedural Manual, making Resolution No. 90-04 unnecessary; and WHEREAS, it is therefore staffs recommendation that Resolution No. 90-04 be rescinded. NOW, THEREFORE, BE IT RESOLVED, that Resolution No. 90-04 is hereby rescinded, and the Use Policy for the Carnegie Forum shall be that as set out in the City of Lodi Administrative Policy and Procedural Manual, attached hereto marked Exhibit A.
