ADAMS, CHIEF OF POLICE RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to enter into a lease agreement to rent temporary office facilities for animal services at the Animal Shelter and to purchase cat cages and two exhaust fans. BACKGROUND INFORMATION: Renting temporary office facility would allow staff to modify the current office area at little cost for the housing of additional animals to serve until a new facility can be built. It is also requested the Lodi City Council approve funding to adequately furnish the temporary office with office systems furniture. Currently there are 27 cages available to house cats. Often times two cats are housed in a single cage. The current number of cages is inadequate especially considering the high number of cats that come into the shelter on a regular basis. Additional 18 cages would allow staff to better house cats and to extend their stay for the purposes of adoption. The cages are modular, which would allow them to be transferred and used in the new facility. Currently the ventilation system at the Shelter is grossly inadequate. In order to improve conditions would require the installation of two new exhaust fans, which would exhaust stale air and odors. This is particularly important during summer months. FUNDING: $41,000 General Fund (Capital) (Mobile Office Space & Furniture $31,235; Cat Cages $7,400; Fans $1,500;_Contingencies $865) Vicky McAthie Jerry J.Ada s Finance Director Chief of Police cc: City Attorney APPROVED: Difon Flynn - City M ager, RESOLUTION NO. 2001-186 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO ENTER INTO A LEASE AGREEMENT FOR TEMPORARY OFFICE FACILITIES, AND FURTHER AUTHORIZE PURCHASE OF OFFICE SYSTEMS FURNITURE, CAT CAGES, AND TWO EXHAUST FANS FOR THE LODI ANIMAL SHELTER ------------------------------------------------------------------ ------------------------------------------------------------------ WHEREAS, in recent years, the City of Lodi Animal Shelter has undergone many changes that have resulted in a more effective operation and overall better service to the citizens of Lodi. Many of these changes have included additional equipment and part-time staffing, as well as better utilization of volunteers; and WHEREAS, when the Animal Shelter was built in the 1960's it was designed for one employee and to house approximately ten dogs. The facility was built as a "dog pound," a place to impound stray and vicious animals before euthanizing them. The facility was not built for animal welfare or protection from contagious illnesses; and WHEREAS, since then the population of Lodi has steadily increased, and while some modifications have been made to the Shelter to accommodate the increase in animals, little has been done to accommodate an increase in staff and volunteers; and WHEREAS, the Lodi Animal Shelter Task Force, appointed by the Lodi City Council, recently issued a report with specific short -terra and long-term solutions aimed at improving conditions at the Shelter. One of the Task Force recommendations is to construct a new facility; however, steps need to be taken to address the needs in the interim; and WHEREAS, in the meantime staff recommends the Lodi City Council approve renting a temporary mobile office for two years to alleviate the lack of space at the Shelter. By renting the temporary office this would allow staff to modify the current office area at little cost for the housing of additional animals until the new facility can be built; and WHEREAS, it is also recommended that the Lodi City Council approve funding to adequately furnish the temporary office with office systems furniture and to purchase additional cat cages and two exhaust fans to help improve the current inadequate ventilation system. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby authorizes the City Manager to enter into a lease agreement for temporary office facilities, and further authorizes purchase of office systems fumiture, cat cages, and two exhaust fans for the Lodi Animal Shelter; and BE IT FURTHER RESOLVED that funding in the amount of $41,000.00 is hereby approved for the purpose of leasing a temporary office facility and for the purchase of office systems furniture, additional cat cages, and two exhaust fans for the Lodi Animal Shelter.
