Valley Advanced SWAT Competition

RECOMMENDED ACTION: That Chief Adams introduce the Lodi Police SWAT Team to the Council
In recognition for their First Place Win in the Grass Valley Advanced SWAT
Competition.
BACKGROUND INFORMATION: On May 16-18, 2001 the Lodi Police SWAT Team competed in the Grass
Valley Advanced SWAT Competition and finished first among 11 teams.
Other law enforcement agencies competing were from Oakland, Alameda,
Livermore, Fremont, Nevada County, Douglas County (Nevada), Sutter
County, Medford (Oregon), Grass Valley and Rocklin.
The event, which is highly competitive and physically challenging, consisted of three days of realistic training
scenarios which included hostage, rescue, robbery in progress, a high risk search warrant entry and an active
shooter scenario at a school site. The competition also included numerous shooting courses and physical
challenges. The scenarios are designed to train and test the preparedness of SWAT teams in handling critical
incidents and high-risk situations.
Lieutenant Blair Ulring, an evaluator from the Stockton Police Department said the Lodi team displayed
Exceptional teamwork, discipline and obviously trained and prepared for this event. In order to perform at
a high level, team members must be able to shoot well, be in exceptional physical condition and work well
as a team. The Lodi team performed exceptionally well in all of these areas.
This is the third year the team has participated in the competition, placing 12'h in 1999 and 91h in 2000. Lodi PD
SWAT Team members had been preparing for the competition intensely for several months.
Those competing in this year's event were Corporals Chris Jacobson, Jose Nuno and Mark Clary and Officers
Fernando Martinez and Steve Carillo. The team was lead by Lieutenant Gary Benincasa and Sergeant Chris Piombo.
