HomeMy WebLinkAboutAgenda Report - September 5, 2001 E-12U CITY OF LODI OUNCIL COMMUNICATION AGENDA TITLE: Adopt resolution authorizing the City Manager to extend the Public Benefits Program Lodi Cooling Cash Rebate Program in the amount of $75,000 (EUD) MEETING DATE: September 5, 2001 PREPARED BY: Electric Utility Director RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to extend the Lodi Cooling Cash Rebate Program in the amount of $75,000. BACKGROUND INFORMATION: Since mid -1999, the City of Lodi Electric Utility has been providing a rebate to residential customers that install high efficiency central air conditioning systems in their home. The rebate, funded through the City of Lodi Public Benefits Program, works as follows: • $100 rebate per ton for the installation of a 12.0 SEER (Seasonal Energy Efficiency Rating) air conditioning unit; • $150 rebate per ton for the installation of a 13.0 SEER air conditioning unit; and • $200 rebate per ton for the installation of a 14.0 SEER air conditioning unit NOTE: all rebates are capped at 6 tons per residential service address. Currently, this is one of the most popular rebate programs offered by the City of Lodi, with hundreds of residential customers having participated to date. By removing an aging, inefficient central air conditioning unit, and replacing it with a 12.0 SEER or better -rated system, a residential customer will reduce energy usage (when operating the central air conditioner) by an average of 15 percent. By way of this Council action, the Lodi Cooling Cash Rebate Program will be funded at $75,000, and extended until these funds are exhausted. Dixon Flynn - C anager RESOLUTION NO. 2001-210 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO PROVIDE FUNDING TO RENEW THE PUBLIC BENEFITS PROGRAM — LODI COOLING CASH REBATE PROGRAM ($75,000) ---------------------------------------------------------- WHEREAS, the State has mandated that beginning January 1, 1998, the City of Lodi is obligated to fund various programs through a Public Benefits Charge (PBC) based on a historical electric revenue requirement; and WHEREAS, the requirement amounts to approximately $1M per year that must be dedicated to qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the customer's side of the meter in order to qualify; and WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments or customer groups: commercial/industrial, residential, community/non-profit, and municipal; and WHEREAS, this project is specifically designed for Lodi residential electric customers. The Lodi Cooling Cash Rebate Program will provide 1) a rebate of $100 per ton for the installation of a 12.0 Seasonal Energy Efficiency Rating (SEER) air conditioning unit, (up to six tons only; 2) a $150 rebate per ton for the installation of a 13.0 SEER air conditioning unit, (up to six tons only); and 3) a $200 rebate per ton for the installation of a 14.0 or better SEER air conditioning unit; (up to six tons only). BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to provide funding in the amount of $75,000.00 to renew the Public Benefits Program — Lodi Cooling Cash Rebate Program, specifically designed for Lodi residential electric customers.
