Installation on the South Hutchins Street Median, from Kettleman Lane to Vineyard Drive

RECOMMENDED ACTION: That the City Council approve specifications and authorize advertisement for bids for
landscape and irrigation installation on the South Hutchins Street median, from
Kettleman Lane to Vineyard Drive.
BACKGROUND INFORMATION: The South Hutchins Street median has not been landscaped since it was installed
in 1974. As this is one of the main entrances to Lodi, the City has had many
requests from the public to have it landscaped. Besides the aesthetics, the
installation of landscaping will suppress dust and increase the shade on
South Hutchins Street and thereby reduce the urban -heat-island effect. In addition to landscaping the center median,
also included in this project is the east side frontage from Century Boulevard to Mendocino Drive. Access to the
Vineyard Shopping Center will be increased with installation of a median opening for a left -turn lane for northbound
traffic. Staff has been in contact with the property management staff to encourage them to rebuild the drive approach
opposite the proposed left -turn lane on Hutchins Street.
Although not included in this bid project, staff is reviewing alternatives for improving the tree plantings in the sidewalk
area. Presently, there are 210 tree wells between Kettleman Lane and Harney Lane. Only 76 of these tree wells
house trees that are in good condition. Staff is currently considering three options to deal with these tree wells:
1) replace vacant tree wells (87) and those in poor condition (47) with new crepe myrtles; 2) replace vacant tree wells
(87) with a different species; or 3) replace all the existing crepe myrtles and plant all tree wells (210) with the same
species. Staff is working with a service club on possible participation in this tree planting effort and will discuss this
further with the Council at the time of award of the median project.
FUNDING: The money for this project will be coming from the Street, Public Benefit and TDA funds, as shown in
the Capital Improvement Budget (Page E-7). A request for appropriation of funds will be made at
contract award.
