Restoration Program and City Participation in Construction ($50,000)

RECOMMENDED ACTION: That the City Council adopt a resolution supporting the Woodbridge
Irrigation District Lower Mokelumne River Restoration Program and
commit $50,000 (fiscal year 2002/03) toward construction.
BACKGROUND INFORMATION: The Lower Mokelumne River Restoration Program team has been
working for the past two and a half years to complete the
environmental permitting and engineering design of the fish passage
project. Woodbridge Irrigation District and the City of Lodi have
been working as partners in this project with support from the National Fish and Wildlife Foundation,
East Bay Municipal Utilities District, California Department of Fish and Game, National Marine Fishery
Service, United States Fish and Wildlife Service, and the United States Bureau of Reclamation.
The project features include an adjustable dam and weir, fish ladders, fish screen, new water diversion
structures, and new monitoring facilities. The estimated construction cost is approximately $20 million.
Construction of the project will require approximately two and a half years. Long-term benefits of the
project include improved fish passage, improved water quality, flood control assistance, fish and wildlife
preservation, recreation, and preservation of Lodi Lake. The operation of the new adjustable dam and
weir will directly benefit Lodi residents and visitors as it will allow Lodi Lake to be kept full for longer
periods and will improve handling of flood flows during the irrigation season.
Woodbridge Irrigation District desires to include the City of Lodi's Resolution supporting the project with
its application for CALFED Program funding. The District is committing at least $300,000 of its funds
toward the project. The City's contribution will positively indicate to the granting agencies the City's
support of the project. The application will be submitted September 21, 2001.
FUNDING: $50,000 - to be determined in fiscal year 2002/03 budget. Funds will not be needed until
fiscal year 2002/03 and only if the grant is approved

A RESOLUTION OF THE LODI CITY COUNCIL SUPPORTING
WOODBRIDGE IRRIGATION DISTRICT LOWER MOKELUMNE
RIVER RESTORATION PROGRAM AND CITY
PARTICIPATION IN CONSTRUCTION

WHEREAS, the Woodbridge Irrigation District and the City of Lodi have been working
together as partners for over two years on the Lower Mokelumne River Restoration Program,
with support from the National Fish and Wildlife Foundation, East Bay Municipal Utilities District,
California Department of Fish and Game, National Marine Fishery Service, United States Fish
and Wildlife Service, and the United States Bureau of Reclamation; and
WHEREAS, they have been working to complete the environmental permitting and
engineering design of the fish passage project; and
WHEREAS, this project includes an adjustable dam and weir, fish ladders, fish screen,
new water diversion structures, and new monitoring facilities, at an approximate cost of $20
million; and
WHEREAS, the long-term benefits of the project include improved fish passage,
improved water quality, flood control assistance, fish and wildlife preservation, recreation, and
preservation of Lodi Lake; and
WHEREAS, the Mokelumne River Restoration Project will benefit Lodi residents and
visitors as well as the environment.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Lodi does
hereby support the Woodbridge Irrigation District Lower Mokelumne River Restoration Program;
and
BE IT FURTHER RESOLVED, that the City Council of the City of Lodi does hereby
commit $50,000.00 from the Fiscal Year 2002103 Budget toward construction.

Lower Mokelumne River Restoration Program
Update Report...
Fast Facts:
• Lower Mokelumne River Restoration Program initially funded by CALFED in 1998
for $1.6 million and has received subsequent grants of $1 million ($2.6 million in total)
for environmental and engineering final plans and specifications.
• The Program proposes to construct a new weir/dam, fish ladders, 0-200 CFS diversion
fish screen and pipeline from WID dam to WID canal, 0-414 CFS fish screen at Canal,
Fish Bypass Pipeline, Fish Monitoring Building and a Fish Counting and Viewing
Building. Final design and specifications are 85% complete and are scheduled for
completion by December 31, 2001.
• Construction grant funding is being requested from the CALFED ERP 2002 funding.
• EIR/EIS has been completed... public scoping meetings showed strong support for
New Dam & Fish Facilities Alternative including year around lake and enhancement of
public recreation.
• A Biological Assessment has been completed and Biological Opinions requested for
Chinook Salmon, Steelhead, Valley Elderberry Longhorn Beetle (VELB), and Giant
Garter Snake (GGS) endangered species.
• A Preliminary Alternatives Assessment considered 14 alternatives to WID dam facility
and 5 alternatives were carried forward in DEIR/EIS. A final EIR/EIS has been
written and Notice of Determination and Record of Decision is anticipated in late fall
2001.
• A Mokelumne River Technical Committee Workgroup advises the sponsors and
includes USFWS, USBOR, CDFG, NMFS, EBMUD, Lodi, and WID.
The PROJECT GOAL IS TO IMPROVE FISH PASSAGE BENEFITS while
maintaining the right of Woodbridge Irrigation District to receive its Mokelumne River
water rights for irrigation.
THE CALFED FUNDING PROPOSAL REQUESTS $12 Million for the Dam and
Fish ladders and up to $31 Million For Entire Project.WID will contribute $300,00
and EBMUD has committed $250,000 towards construction of the project.

SUBJECT: Support of WID Lower Mokelumne River Restoration Program and City
Participation in Construction and Approve Renewal Agreement with WID for
Use of Property for Filter System at Well 16, 1426 West Century Boulevard
Enclosed is a copy of background information on items on the City Council agenda
of Wednesday, September 19, 2001. The meeting will be held at 7 p.m. in the
City Council Chamber, Carnegie Forum, 305 West Pine Street.
The Lower Mokelumne River Restoration Program item is on the regular calendar for
Council discussion. The item about the agreement to use WID property at Well 16 is on
the consent calendar. Consent calendar items are usually not discussed unless a
Council Member requests discussion. You are welcome to attend.
