HomeMy WebLinkAboutAgenda Report - September 19, 2001 E-10,toFt CITY OF LODI COUNCIL 1 1 LL _1L AGENDA TITLE: Approve City Participation in the Funding for the Undergrounding of Existing Overhead Facilities on Stockton Street, North of Harney Lane ($31,660) MEETING DATE: September 19, 2001 PREPARED BY: Public Works Director RECOMMENDED ACTION: Approve City participation in the funding for the undergrounding of existing overhead facilities on Stockton Street, north of Harney Lane, and authorize the City Manager to sign the Pacific Bell request for payment on behalf of the City. BACKGROUND INFORMATION: The existing utility pole line on the east side of Stockton Street between Kettleman Lane and Harney Lane belongs to Pacific Bell and supports Pacific Bell telephone and AT&T cable TV facilities. These facilities are adjacent to residential developments that have either been completed or are currently involved in the development process. The proposed utility alignment and various developments are shown on Exhibit A. In an effort to improve the aesthetics of this corridor, the City, utility companies, and developers propose to join forces to complete the undergrounding of these remaining overhead utilities. City staff from the Public Works and Electric Utility departments have been working with Pacific Bell, AT&T, and the developers for some time to reach consensus on shared funding between the parties. At Colvin Ranch, the underground facilities are complete and relocation of the AT&T cable will be completed with this project. At Bangs Ranch, which was developed prior to undergrounding requirements, Pacific Bell and AT&T have agreed to fund the undergrounding along that frontage. The Arcadia Place project is conditioned to fund the undergrounding of utilities along its frontage. For the Parisis Ranch project, a cost- sharing arrangement between the developer and the City has been reached with the developer paying the cost for relocation (aerial to aerial) and the City contributing the incremental additional cost (aerial to underground). Pacific Bell has provided a summary of charges showing the costs attributable to the Parisis Ranch developer ($16,222.05) and the City ($31,658.86) for the work adjacent to Parisis Ranch, as well as a request for payment for the City -funded portion of the work. Pacific Bell will schedule and coordinate with AT&T and complete the work within approximately four to six weeks from receipt of payment by the City. Staff recommends that Council approve the request for payment and authorize the City Manager to sign the request for payment on behalf of the City.
