AGENDA TITLE: Adopt resolution awarding the bid for the purchase of telephone
system upgrade from SBC -Pacific Bell, of Stockton, under the terms
of the State of California CALNET contract (estimated $48,000) (IS)

RECOMMENDED ACTION: That the City Council approve the upgrade of the City's main
telephone system switch (PBX) and the Community Center's
telephone system, and adopt resolution awarding the bid for the
purchase from SBC -Pacific Bell, of Stockton, under the terms of the
competitively bid State of California CALNET contract.
BACKGROUND INFORMATION: During the past three years the City Council has approved staff to
make purchase for various communications project from SBC -Pacific Bell under the terms of the State of
California competitively bid CALNET contract; most particularly Council resolutions 99-53 and 99-106.
The CALNET agreement has been written with a refresh clause that ensures that the State (and the City)
will get the lowest prices for goods and services during the term of the contract. The CALNET contract will
end in 2005.

Section 17. ANNUAL SERVICE REVIEW
For the purpose of maintaining competitiveness throughout the term of this Agreement, Contractor agrees to a joint review of
its pricing and service functionality, and marketing efforts annually to ensure State and its customers will receive cost and
technologically competitive services throughout the terms of the Agreement. Contractor agrees that no other customer of
Pacific Bell and MCI, collectively or as individual companies, will receive better rates for a substantially similar suite of
services offered under substantially similar terms and conditions when the volume of business from the other customer is
equal to or less than the volume of business the State delivers under this Agreement.

The proposed upgrade is estimated at $48,000.00. Staff has obtained extensive pre -sales engineering
and design, and an informal quote from SBC -Pacific Bell under the State's CALNET contract.
In January 2001, after seeking pre -sales design from Nextira (formerly Williams Communications,) staff
had budgeted $20,000.00 for upgrading the telephone system at Hutchins Street Square Community
Center and $25,000.00 to upgrade the main PBX at the Civic Center. Upon entering into more extensive
system design with Pacific Bell engineers, more precise costs have been developed. The upgrade of Civic
Center PBX is required to allow the Community Center to be upgraded, for Fire Station #4 to be connected
to the City's telephone system and to allow for growth at the Civic Center. The telephone PBX is at
maximum capacity with all card slots populated; no telephones can be added at this time. The PBX
currently consists of a main cabinet and two expansion cabinets. Staff is recommending the addition of
one expansion cabinet for this PBX at the Civic Center and adding two 16 port cards which will allow 32
more telephones to be added. The PBX can eventually handle an additional 200 telephones with
additional cards.

Upgrading the Community Center telephone system will allow staff to be on the same system as the Civic
Center with same functionality and features. Also, by adding the point to point T1 communication line
between the Community Center and the Civic Center, multiple existing OPX circuits can be eliminated for
an over all annual savings of $1,800.00.

A RESOLUTION OF THE LODI CITY COUNCIL AWARDING BID FOR
THE PURCHASE OF TELEPHONE SYSTEM UPGRADE FROM
SBC -PACIFIC BELL UNDER THE TERMS OF THE
STATE OF CALIFORNIA CALNET CONTRACT
WHEREAS, during the past three years the City Council has approved purchases of various

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby awards the bid for
the purchase of telephone system upgrade for the City's main telephone system switch (PBX) and
the Community Center's telephone system to SBC -Pacific Bell, of Stockton, California, under the
terms of the competitively bid State of California CALNET contract, in the amount of $48,000.00.
