RECOMMENDED ACTION: That the City Council adopt a resolution to purchase a Hypac 530A nine wheel
articulated rubber tire roller for the Street Division of the Public Works Department
from Western Traction Company, of Pleasant Grove; and appropriate $54,950.00.
BACKGROUND INFORMATION: Funds to purchase a nine wheel articulated rubber tire roller for the Street Division
of the Public Works Department were budgeted and approved in the 2001103
Equipment Replacement Fund. This vehicle will replace existing Unit 04-107, a
nine wheel non -articulated rubber tire roller. Unit 04-107 is a fully depreciated,
1972 Ingram model UC -263, with an hour meter reading of 3,140 hours. It was purchased for $9,010.00 in 1989 and
has accumulated $30,975.00 in repair costs, as well as $2,470.50 to rent an additional roller when the unit was down
waiting for parts. This roller is 29 years old, parts are difficult to acquire, and its dependability is questionable. Rental
units are not readily available during peak construction periods. The Street Division uses this roller on a daily basis
during the construction season for street repairs and maintenance. This type of equipment is not available in
alternative fuel CNG engines.
Our recommendation is to purchase the rubber tire roller through another contract rather than seeking our own bids.
Sonoma County prepared rubber tire roller bid specifications, which meet the exact needs of the City of Lodi
requirements, and received many competitive bids. The City of Lodi can purchase the roller under Sonoma County's
contract. Purchasing under the Sonoma County contract will save the City of Lodi staff time, secure a good price
based on competitive bids, and provide a unit that meets the needs of the City rather than an unknown low -bid unit.

RESOLUTION NO. 2001-219
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
PURCHASE OF HYPAC 530A RUBBER TIRE ROLLER
FOR THE STREET DIVISION
WHEREAS, Lodi Municipal Code, §3.20.070, authorizes dispensing with bids for
purchases of supplies, services, or equipment when it is in the best interest of the City to do
so; and
WHEREAS, funds to purchase a nine wheel articulated rubber tire roller for the Street
Division of the Public Works Department were budgeted and approved in the 2001/03
Equipment Replacement fund; and
WHEREAS, the existing Unit 04-107, a nine wheel non -articulated rubber tire roller, is
a fully depreciated 1972 Ingram Model UC -263, with an hour meter reading of 3,140 hours,
that was purchased in 1989; and
WHEREAS, this unit has accumulated $30,975.00 in repair costs, as well as $2,470.50
for a rental unit when the unit was being repaired; and
WHEREAS, it is staffs recommendation that the City Council approve the purchase of
a new Hypac 530A Rubber Tire Roller for the Street Division of the Public Works Department
through the Sonoma County contract whose specifications meet the exact needs of the City of
Lodi requirements.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby approves
the purchase of a Hypac 530A rubber tire roller for the Street Division from Western Traction
Company, of Pleasant Grove, in the amount of $54,950.00.
