AGENDA TITLE: Adopt resolution authorizing the City Manager to provide a Public Benefits Program
Grant in the amount of $50,000 to fund the Lodi Small Business Energy Services
Partnership

RECOMMENDED ACTION: That the City Council adopt the attached resolution approving a
Public Benefits Program grant in the amount of $50,000 to fund the
Lodi Small Business Energy Services Partnership.
BACKGROUND INFORMATION: Two years ago, the City of Lodi established the Lodi Small Business
Energy Services Partnership. Funded via the Public Benefits
Program, the Lodi Small Business Energy Services Partnership
provides a grant of up to $500 to small business owners/managers (provided to G-1 and G-2 electric utility
commercial customers) that implement designated energy conservation measures, including:
• shade screens and/or awning covers;
• window tinting;
• ceiling fans and/or attic ventilators;
• attic insulation and/or weather-stripping;
• HVAC/refrigeration (such as a one-time diagnostic & preventative maintenance service for each HVAC
unit); and,
• special projects (such as HVAC system replacements or system upgrades.
To date, over 280 small business customers have participated in the program, achieving on average, a five
(5) percent energy savings as a result of the selected energy conservation measure.
This Public Benefits Program request in the amount of $50,000 will extend the Lodi Small Business Energy
Services Partnership (and offered to small business customers until funds are exhausted).

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER
TO PROVIDE A PUBLIC BENEFITS PROGRAM GRANT TO FUND THE LODI SMALL
BUSINESS ENERGY SERVICES PARTNERSHIP

WHEREAS, the State has mandated that beginning January 1, 1998, the City of Lodi is
obligated to fund various programs through a Public Benefits Charge (PBC) based on a historical
electric revenue requirement; and
WHEREAS, the requirement amounts to approximately $1M per year that must be
dedicated to qualifying programs such as energy efficiency. A further stipulation is that these
efforts must be done on the customer's side of the meter in order to qualify; and
WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments or
customer groups: commercial/industrial, residential, community/non-profit, and municipal; and
WHEREAS, two years ago, the City of Lodi established the Lodi Small Business Energy
Services Partnership, funded via the Public Benefits Program, which provides a grant of up to

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council authorizes the City
Manager to provide a Public Benefits Program Grant in the amount of $50,000 to fund the Lodi
Small Business Energy Services Partnership.
