CITY OF LODI COUNCIL COMMUNICATION
AGENDA TITLE: Adopt resolution approving the Public Benefits Program - Rebate Guidelines

RECOMMENDED ACTION: That the City Council adopt the attached resolution approving the
proposed changes in rebates as provided through the City of Lodi
Public Benefits Program.
BACKGROUND INFORMATION: Electric Utility staff, in order to best utilize the Public Benefits
Program Fund, recommends the following rebate/dollar amounts be
set for grants awarded in the community:
• 20 percent rebate on all commercial/industrial demand-side management projects (currently the rebate
amount is 25 percent);
• cap all rebates at $50,000 (not to exceed figure), regardless of the total amount of the project to the
commercial/industrial customer;
• any demand-side management project in excess of $10,000 shall be paid in two equal installments
(one payment every six months).
Due to the tremendous response from the community to our Public Benefits Program, the aforementioned
program rebate guidelines are recommended in order to ensure that as many commercial/industrial
customers may participate as possible. The City of Lodi Electric Utility staff respectfully recommends
approval of these proposed program changes.

RESOLUTION NO. 2001-163
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY
MANAGER TO MAKE THE PROPOSED CHANGES IN REBATES AS PROVIDED
THROUGH THE CITY OF LODI PUBLIC BENEFITS PROGRAM

WHEREAS, the State has mandated that beginning January 1, 1998, the City of Lodi
is obligated to fund various programs through a Public Benefits Charge (PBC) based on a
historical electric revenue requirement; and
WHEREAS, the requirement amounts to approximately $1M per year that must be
dedicated to qualifying programs such as energy efficiency. A further stipulation is that
these efforts must be done on the customer's side of the meter in order to qualify; and
WHEREAS, the City of Lodi's Public Benefits Program is comprised of four
segments or customer groups: commercial/industrial, residential, community/non-profit, and
municipal; and
WHEREAS, Electric Utility staff, in order to best utilize the Public Benefits Program
Fund, recommends the following rebate/dollar amounts be set for grants awarded in the
community:

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council authorizes the
City Manager to make the proposed changes as set forth above in rebates provided through
the City of Lodi Public Benefits Program.
