AGENDA TITLE: Approval of Information Superhighway Task Force Recommendations
MEETING DATE: December 20, 1995

RECOMMENDED ACTION: That the City Council approve (1) the recommendations made by the Information
Superhighway Task Force at the December 5, 1995 shirt sleeve meeting; (2) authorize the expenditure of $10,000 to
implement Phase 1; (3) authorize the City of Lodi to enter into a month to month contract with InReach Internet
Communications to initially publish and assist in the development of the City of Lodi's World Wide Web Home Page;
and, (4) authorize an additional $1,125 to compensate InReach for programming an initial Home Page.
BACKGROUND: InReach Internet Communications is a local Internet access provider in our community.
InReach spent at least 15 man hours developing an initial Home Page for Lodi to demonstrate what it might look like.
Council recommended that if the City pursued contracting with InReach that they should be compensated for time
already spent in development. Because the Home Page is an initial foray onto the Internet, and is still in a state of
initial development, City Staff recommends contracting with InReach on a limited month to month contract.
InReach will set up a virtual Web Server on behalf of the City of Lodi for $149 per month plus any additional
consulting at $75 per hour. This Web Server will be accessible to anyone in the world using a computer attached to
the Internet, at the address of: www.lodi.gov. The fact that our Home Page will actually be located on InReach's
equipment will be completely transparent. Email (electronic messaging) accounts for City Council members will be
made available through InReach as well. InReach can be accessed through a local Lodi telephone number.
In brief, the Information Superhighway Task Force recommendation were as follows:
Phase I
• Purchase one personal computer and related equipment for use by City Council Members to access electronic
messaging (E-mail).
• Establish a presence on the Internet by creating a Home Page.
• Authorize purchase of dedicated Integrated Services Digital Network (ISDN) communication equipment and
associated ISDN telecommunication lines.
• Coordinate with local media such as newspapers and cable television for promotion of Lodi's Internet Home Page
and Council Members electronic mailboxes.
• Apply for the Internet Domain Name lodi.gov as a first choice or lodi.ca.us as an alternate. This action would
protect the worldwide right to use this name for the City of Lodi, California.
Phase 1
• City should develop an Information Technology (IT) Master Plan.
• Pursue implementation of an unlimited bandwidth infrastructure, such as fiber optic, that will link City facilities.
• Evaluate joint pole and joint trench agreements and fee structure.
Lona Term
Annual review of effectiveness and utilization of these recommendations.

Note: Cost and burden of additional staff time to maintain data on
Internet Server was not calculated, but should be considered.
Phase II Costs are dependent upon needs assessment, staff time and scope
of projects.

A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING THE STAFF TO IMPLEMENT PHASE I OF THE
RECOMMENDATIONS OF THE INFORMATION SUPERHIGHWAY TASK FORCE
RELATING TO INTERNET COMMUNICATIONS
WHEREAS, Lodi Municipal Code, §3.20.070, authorizes dispensing with bids for
purchases of supplies, services or equipment when it is in the best interests of the City to
do so; and
WHEREAS, the Information Superhighway Task Force recommends that the City
implement the following (Phase I recommendations):
• Purchase one personal computer and related equipment for use by City
Council Members to access electronic messaging (E -Mail); and
• Establish a presence on the Internet by creating a Home Page; and
• Authorize purchase of dedicated Integrated Services Digital Network (ISDN)
communication equipment and associated ISDN telecommunication lines; and
• Coordinate with local media such as newspapers and cable television for
promotion of Lodi's Internet Home page and Council Members electronic
mailboxes; and

WHEREAS, it is the recommendation of the Information Superhighway Task
Force to authorize the expenditure of $10,000; and

Home Page; and
WHEREAS, the Information Superhighway Task Force further recommends that
an additional $1,125 be appropriated to compensate InReach for programming an initial
Home Page.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Lodi does hereby authorize the expenditure of $10,000 for Phase I recommendations, and
further authorizes the additional $1.125 for programming costs from InReach Internet.
