BACKGROUND INFORMATION: In January 1995, the City and San Joaquin County entered into an agreement in which County staff was to manage the second phase of the Downtown Multimodal Station Project. This phase consists of master site planning, environmental review and preliminary engineering. The County is being reimbursed for this work by the Council of Governments using Measure K funds. There is no cost to the City. The work is actually being done by a consultant, Wilbur Smith Associates, under contract with the City, funded by Federal transit and Measure K funds. Later in 1995, the County and the Council of Governments formed the San Joaquin Regional Rail Commission to oversee rail activities. County transportation staff working on our project was "transferred" to the Rail Commission and the County assigned their role under the City agreement to the Rail Commission. According to the agreement, this assignment requires approval of the City. Quite frankly, this was overlooked. Since there is no change in staff handling the project or costs to the City, we did not treat this as a priority item. However, to keep the records straight, we are presenting this for approval.
