AGENDA TITLE: Contract Award Options for Hutchins Street Striping and Bike Lanes,
Kettleman Lane to Lodi Avenue
MEETING DATE: December 20, 1995

RECOMMENDED ACTION: That the City Council review the bid for the Hutchins Street Striping and
Bike Lanes, Kettleman Lane to Lodi Avenue project and take the
appropriate action.
BACKGROUND INFORMATION: This project consists of removing the two-way left -turn lane line
striping on Hutchins Street, between Lodi Avenue and
Kettleman Lane, patch paving over the old stripes and restriping
with narrower lanes, and adding bicycle lanes. The project was
approved by the Council on May 17, 1995.
This project is funded by a grant from the State Bike Lane Account and was allocated $30,600.00 of
State funding with $3,400.00 matching City funds (Measure K Bicycle Fund), for a total funding of
$34,000.00. The grant agreement has a December 29, 1995 project award deadline.
Plans and specifications for this project were approved on November 15, 1995. The project was
bid with two options regarding the lane line removal. The lower bid option of the only bidder,
Traffic Limited, was $47,878.05, which far exceeds the available funding

We have contacted the State Project Administrator and explained the problem with the single bidder
and high bid price. The Administrator indicated he would be willing to extend the award date up to
90 days to allow us time to rebid the work. We have sent a letter requesting the extension in writing
and should have authorization by this Council Meeting date.
However, we have also been contacted by the low bidder, who has a number of comments about the
cost of the project. We are still reviewing these and will have a recommendation regarding award or
rebidding of this project at the Council Meeting.

MEETING DATE: December 20, 1995

RECOMMENDED ACTION: That the City Council award the bid for the Hutchins Street Striping and
Bike Lanes, Kettleman Lane to Lodi Avenue project to the low bidder,
Traffic Limited of Lodi, direct the Public Works Director to delete the
paving and marker removal items to reduce the contract amount to
$32,344.76 and perform the deleted work with City forces, and
appropriate $34,000.00 for the project.
BACKGROUND INFORMATION: Supplemental Information - In the previous Council Communication
it was noted that this project has a December 29, 1995 award
deadline because of the State Bike Lane Account funding and that
we asked for an extension. As of Tuesday morning, December 19,
we have not received the extension in writing.
We have also worked with the contractor to examine the project and the bid. We feel we can work out
a solution in which the City does a portion of the work. This will reduce the contract price and still leave
enough money in the budget to cover our out-of-pocket expenses for materials. We will also save the
time and expense of rebidding the project and avoid the risk of higher prices.
We are also satisfied that the price, although much higher than our estimate, is reasonable and that the
problem was with the estimate.

RESOLUTION NO. 95-159
A RESOLUTION OF THE LODI CITY COUNCIL
AWARDING THE BID FOR HUTCHINS STREET STRIPING
AND BIKE LANES, KETTLEMAN LANE TO LODI AVENUE, AND
DIRECTING THE PUBLIC WORKS DIRECTOR TO DELETE THE
PAVING AND MARKER REMOVAL ITEMS AND APPROPRIATING
FUNDS FOR THE PROJECT
WHEREAS, in answer to notice duly published in accordance with law and the order of this City
Council sealed bids were received and publicly opened on December 6, 1995 at 11:00 a.m. for the bid for
Hutchins Street Striping and Bike Lanes, Kettleman Lane to Lodi Avenue, described in the specifications
therefore approved by the City Council on November 15, 1995; and
WHEREAS, said bids have been compared, checked, and tabulated and a report thereof filed with
the City Manager as shown as follows:

WHEREAS, the City Manager recommends award of the bid for Hutchins Street Striping and Bike
Lanes, Kettleman Lane to Lodi Avenue, be made to the lowest responsible bidder, Traffic Limited of Lodi,
California; and
NOW THEREFORE, BE IT RESOLVED that the Lodi City Council hereby directs the Public
Works Director to delete the paving and marker removal items to reduce the contract amount to $32,344.76
and perform the deleted work with City forces; and
BE IT RESOLVED by the Lodi City Council that the award of the bid for Hutchins Street Striping
and Bike Lanes, Kettleman Lane to Lodi Avenue, be and the same is hereby awarded to Traffic Limited of
Lodi, California, the lowest responsible bidder, in the amount of $32,344.76.
BE IT FURTHER RESOLVED that $34,000.00 be appropriated for the project.
