HomeMy WebLinkAboutAgenda Report - December 2, 1995`` of CITY OF LODI COUNCIL COMMUNICATION �Cf it�`P AGENDA TITLE: Maintenance of Effort Resolution -- Library MEETING DATE: December 2.0, 1995 PHEPARRD BY: City Librarian RECOMMENDED ACTION: That the City Council adopt the attached Resolution regarding Maintenance of Effort (MOE) for Library funding if a 1/8th cent sales tax ballot measure passes. BACKGROUND INFO1d`1ATI0'2`\T: San Joaquin County Public Library is ready to ask the Board of Supervisors to adopt an Ordinance to place the 1/8t cent sales tax measure on a ballot and to set the election date. The other cities in the County have agreed to allow the election to proceed and stated their Maintenance of Effort levels. The City of Lodi still needs to st;:.te their MOE level. This MOE language will be incorporated into the ballot measure. Dixon Flynn City Manager CC -1 RESOLUTION NO. 95-158 A RESOLUTION OF THE LODI CITY COUNCIL REGARDING MAINTENANCE OF EFFORT IN THE EVENT A BALLOT MEASURE ENACTING A SALES TAX RATE INCREASE FOR LIBRARIES PURPOSES IS SUCCESSFUL WHEREAS, this Council has adopted Resolution No. 95-83 supporting legislation for enactment of a transaction and use (sales) tax levy for Library purposes; and WHEREAS, this Council has adopted Resolution No. 95-84 supporting a ballot measure to increase the sales tax rate in San Joaquin County by 1 /8th cent to supplement funding of the Lodi Public Library; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lodi that in the event such a ballot measure carries by 2/3 vote, the City of Lodi agrees to maintain its allocation of funds for Library services at the 1995/96 fiscal year budgetary appropriation ($858,000.00). In the event state budget action reduces revenue, either directly or indirectly, or a catastrophic event occurs requiring extensive use of revenue available to the City, or any other condition exists which the City Council deems detrimental to City finances, the maintenance of effort provision may be suspended by City Council action.
