Purchase of Three Police Patrol Vehicles ($71,700)

RECOMMENDED ACTION: That the City Council adopt the attached resolution to purchase three police patrol
sedans from the State of Califomia Office of Procurement Contract for 1996 Model
CHP Class E Special Service Vehicles. This resolution authorizes the total
expenditure of $71,697.85 for three vehicles, emergency equipment, and
maintenance manuals.
BACKGROUND INFORMATION: Three police patrol sedans were included in the 1995/97 budget for purchase
in 1996. The patrol sedan we now use is the Ford Crown Victoria four -door
sedan, CHP special service vehicle. In 1991/92 and 1992/93, police cars
were purchased on the State of California contract for CHP vehicles through
the Office of Procurement. In the last two years, the bid for police vehicles
was awarded to Maita Chevrolet for the Chevrolet Caprice. Staff recommended, and Council approved, the
purchase of Ford Crown Victories from Melrose Ford in Oakland.
This year Chevrolet stopped manufacturing the Caprice, so the only rear -wheel drive sedan being produced as a
pursuit vehicle for 1996 is the Ford Crown Victoria. Downtown Ford of Sacramento, Califomia, was awarded the
State contract. We recently learned that the Ford Motor Company has set November 15, 1995, as the last day to
accept orders for the 1996 Ford Crown Victoria police cars. The order must be placed with the State of California
Office of Procurement by November 10, 1995.
It is recommended that the City Council authorize the ordering of three 1996 Ford Crown Victoria sedans through
the State of Califomia Office of Procurement. We are also asking for authorization of $1,500.00 per car for labor
to remove and reinstall existing emergency equipment (i.e., back seat protective screen, light bar, siren, shotgun
rack, radio rack, push bumper, etc.), and $546.29 for service and parts manuals. Finally, authorization is
requested to either dispose of the old, used police cars and unusable emergency equipment through Roger Ernst
and Associates (auctioneers) of Modesto, Califomia, or sealed bid auction, or to consider reassignment of these
units to other lighter duty use (i.e., Park Ranger Patrol). If any of these are reassigned, then the vehicles they
replace will be removed from service.

RESOLUTION NO. 95-141
A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING THE DEPARTMENT OF GENERAL SERVICES
OF THE STATE OF CALIFORNIA TO PURCHASE THREE POLICE
PATROL SEDANS FOR THE LODI POLICE DEPARTMENT
WHEREAS, Lodi Municipal Code, §3.20.070, authorizes dispensing with bids for purchases
of supplies, services or equipment when it is in the best interests of the City to do so; and
WHEREAS, three police patrol sedans were included in the 1995/97 budget for purchase in
1996; and
WHEREAS, the patrol sedan that we now use is the Ford Crown Victoria four -door sedan,
CHP special service vehicle; and
WHEREAS, the only rear wheel drive sedan being produced as a pursuit vehicle for 1996 is
the Ford Crown Victoria, and Ford Motor Company has set November 15, 1995 as the last day to
accept orders for the 1996 Ford Crown Victoria police cars; and
WHEREAS, it is staff recommendation that we proceed with the purchase of three 1996
Model CHP Class E Special Service Vehicles; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi does
hereby authorize the Office of Procurement, Department of General Services of the State of California
to purchase three (3) 1996 Model CHP Class E Special Service patrol vehicles and maintenance
manuals through Downtown Ford of Sacramento, California in the amount of $67,197.85 for and on
the behalf of City of Lodi pursuant to §14814, Government Code, and that the City Manager is hereby
authorized and directed to sign and deliver all necessary requests and other documents in connection
therewith for and on behalf of City of Lodi.
BE IT FURTHER RESOLVED that the City Council of the City of Lodi further authorizes
River City Installations to install the emergency equipment at a cost of $4,500.00 for a grand total of
$71,697.85 for the three vehicles, service manuals and emergency equipment installation.
