COUNCIL COMMUNICATION
AGENDA TITLE: Purchase of Police Patrol Motorcycle ($8,203.46), and
Standardize Future Source of Supply
MEETING DATE: September 6, 1995

RECOMMENDED ACTION: That the City Council authorize the purchase of one 1995
Kawasaki KZ -1000 P-13 Police Motorcycle in the amount
of $8,203.46 from Kawasaki of Modesto, the nearest
Kawasaki dealer experienced in police motorcycle assembly and service. It is further recommended that
the City Council authorize, for future approved or budgeted purchases, that the bid process be
dispensed with and purchases be negotiated with the nearest Kawasaki dealer with experience in police
motorcycle assembly and service.
BACKGROUND INFORMATION: On June 27, 1990, the City Council established the
Kawasaki KZ -1000P as the standard police motorcycle for
the Lodi Police Department, and authorized the Depart-
ment to negotiate all purchases with B & T Kawasaki of Sacramento. As the supplier of many of the
California Highway Patrol's motorcycles, B & T Kawasaki was able to offer the City of Lodi CHP
pricing for our patrol motorcycles.
Last month, B & T Kawasaki went out of business. To assist customers, the owner recommended two
area dealers as alternate sources of supply, Lee Miller of Roseville, and Kawasaki of Modesto. 'While
Lee Miller has experience with service of the Sacramento north area CHP bikes, Kawasaki of Modesto
has experience in both assembly and service, and is about 10 minutes closer to Lodi.
The Police Department has an immediate need to replace a failing motorcycle, and therefore
recommends that the purchase and the method of purchase outlined above be approved.

RESOLUTION NO. 95-107
A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING THE PURCHASE OF ONE POLICE PATROL MOTORCYCLE
AND STANDARDIZATION OF PURCHASES THROUGH THE NEAREST
KAWASAKI DEALER WITH EXPERIENCE IN ASSEMBLY AND SERVICE
WHEREAS, Lodi Municipal Code, Section 3.20.070, authorizes dispensing with bids for
purchases of supplies, services or equipment when it is in the best interests of the City to do so; and
WHEREAS, on June 27, 1990, the City Council established the Kawasaki KZ -1000P as the
standard police motorcycle for the Lodi Police Department, and authorized the Police Department to
negotiate all future purchases with B & T Kawasaki of Sacramento, California.
WHEREAS, in August 1995 B & T Kawasaki went out of business, and the owner has
recommended two area dealers as alternate sources of supply, Lee Miller of Roseville, and Kawasaki of
Modesto.
Whereas, it is staff recommendation that the City utilize Kawaski of Modesto because it has
experience in both assembly and service and is approximately ten minutes closer to Lodi than Lee
Miller of Roseville who offers only service.
WHEREAS, staff further recommends purchase of one 1995 Kawasaki KZ -1000 P-13
PoliceMotorcycle in the amount of $8,203.46 to replace a failing motorcycle; and
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby approves the
purchase of one 1995 Kawasaki KZ -1000 P-13 Police Motorcycle in the amount of $8,203.46 and
further approves the standardization of purchases through the nearest Kawasaki dealer with experience
in assembly and service.
