COUNCIL COMMUNICATION
AGENDA TITLE: Contract Award for White Slough Water Pollution Control Facility
Holding Pond No. 2 Embankment Rehabilitation ($55,530)
MEETING DATE: September 6, 1995

RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the contract for
the above project to Don Lawley Company of Stockton in the amount of
$55,530 (Base Bid plus Bid Alternates 1 and 2).
BACKGROUND INFORMATION: This project consists of reconstructing the east, south and north levee
embankments of Pond No. 2 and refacing them with riprap, and other
incidental and related work as shown on the plans and specifications for
the project.
Three bid alternates were included in this bid proposal. Bid Alternate 1 reduced the thickness of the dprap by
6 inches, Bid Alternate 2 asked for a price to furnish and install a geotextile fabric under the riprap, and
Bid Alternate 3 was to install 6 inches of sand and gravel under the riprap. Staff is recommending that Bid
Alternates 1 and 2 be included in the award of this contract. A copy of the bid tabulation sheet is attached
showing the base bids and alternate bid prices for each of the contractors.
Plans and specifications for this project were approved on August 16, 1995. The City received the following
three bids for this project:

A RESOLUTION OF THE LODI CITY COUNCIL
AWARDING THE CONTRACT FOR WHITE SLOUGH WATER POLLUTION
CONTROL FACILITY HOLDING POND NO. 2 EMBANKMENT REHABILITATION
WHEREAS, in answer to notice duly published in accordance with law and the order of
this City Council sealed bids were received and publicly opened on August 29, 1995 at 11:00 a.m.
for the bid for White Slough Water Pollution Control Facility Holding Pond No. 2 Embankment
Rehabilitation, described in the specifications therefore approved by the City Council on August
16, 1995; and
WHEREAS, said bids have been compared, checked, and tabulated and a report thereof
filed with the City Manager as follows:

WHEREAS, the City Manager recommends award of the contract for White Slough Water
Pollution Control Facility Holding Pond No. 2 Embankment Rehabilitation, be made to the low
bidder, Don Lawley Company of Stockton, CA; and
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of the
contract for White Slough Water Pollution Control Facility Holding Pond No. 2 Embankment
Rehabilitation, be and the same is hereby awarded to Don Lawley Company of Stockton, CA, the
low bidder, in the amount of $55,530.00 (Base Bid plus Bid Alternates 1 and 2).

Subject: Engineering Costs on the White Slough Pond
Embankment Rehabilitation Project
At the Council Meeting of September 6, 1995, Councilman Davenport requested the
amount paid to DJH Engineering for the preparation of plans and specifications for the
subject project. The amount expended for engineering was $3,900. This amount is
approximately two percent of the engineers estimate, or seven percent of the low bid,
as shown on the attached Council Communication.
The engineering work, i.e., pians and specifications, can also be used on future
embankment reha_ 'litation projects at White Slough.
