HomeMy WebLinkAboutAgenda Report - September 6, 1995 (81)OF CITY OF LODI COUNCIL COMMUNICATION c'4Ci ��P AGENDA TITLE: Railroad Crossing Protection, Pleasant Avenue at Lockeford Street MEETING DATE: September 6, 1995 RECOMMENDED ACTION: That the City adopt a resolution agreeing to participate in the cost of the at -grade crossing protection on Pleasant Avenue at Lockeford Street based on the City receiving Federal funding and with the City's share not to exceed 10 percent. BACKGROUND INFORMATION: At the August 16, 1995 City Council meeting, Council requested staff bring back additional traffic information before they decide whether or not to approve funding participation for the railroad crossing protection on Pleasant Avenue at Lockeford Street. The following summarizes the project traffic information and accident history. Project Initiation - 1981 This project dates back to 1981 when the Public Works Director requested this crossing be added to the Public Utilities Commission (PUC) list along with six other unprotected crossings. The intent was to have all public railroad crossings protected while Federal funding was available. When this project was initiated, a collision diagram was prepared for January 1977 through August 1981 (Exhibit A). During this four -year -and -eight-month period, there were three train -versus -vehicle accidents. All of these accidents involved southbound motorists on Pleasant Avenue being hit by trains. Although they were all non -injury accidents, this is not the usual outcome of vehicle/train collisions. Several meetings were held between the City, Southern Pacific Transportation Company (SPTC) and PUC staff, but, due to the intersection geometry, no agreement was reached on the type or appropriate location of crossing protection. In 1990, this location was on the PUC list with gates and flashing light signals as the recommended crossing protection. Caltrans requested the City participate with the crossing protection. According to records, no decision was made by the involved agencies on the type of crossing protection. In 1992, staff initiated an on-site review with the SPTC, PUC and Caltrans representatives. The accident history was reviewed for a five-year period (1986-1991). As shown on Exhibit B, during this period there was one accident which involved a train hitting a motorist southbound on Pleasant Avenue. This accident was a non -injury accident. At this on-site review, the involved agencies determined the recommended crossing protection at this intersection would be only an automated gate with a flashing light for southbound Pleasant Avenue traffic. No design details are provided at this stage. The accident records from January 1992 to July 1995 were reviewed (Exhibit C). There have been no accidents involving trains during this three -and -a -half-year period. Additional Traffic Information Lockeford Street carries approximately 10,500 vehicles per day with a posted speed of 35 miles per hour (mph). Pleasant Avenue carries approximately 1,000 vehicles per day with a 25 mph prima facie speed. As shown on Exhibit D, the southbound approach has advance railroad warning (marking and sign). The only other warning device is the crossbucks located for the northbound traffic. Also, it is necessary for southbound motorists to stop on the railroad tracks on Pleasant Avenue to see Lockeford Street motorists due to the sight obstruction of the adjacent building. There are four trains per day along this track and the train travels at approximately 15 mph. Summary Based on the above study, staff recommends that we proceed with the process to install crossing protection at this intersection. It appears to us that a gate for southbound Pleasant Avenue traffic will be sufficient. This will be worked out with SPTC and PUC at a later stage in the process. The final design and estimate will be brought back to the Council for approval along with the necessary agreements. As stated in the August 16, 1995 Council Communication, the City can obtain 90 percent Federal funding through Caltrans Local Assistance if the City is willing to pay for the remaining 10 percent. Estimates for the cost of the project, provided by SPTC, are not available at this time. Similar projects resulted in a cost to the City of $10,000 to $15,000. This one should be less. The City must agree to the 10 percent participation before Caltrans can initiate the funding process which includes requesting the SPTC estimate. As stated in the previous communication, this process will take a few years to complete; therefore, funds will not be appropriated until actually needed.
