AGENDA TITLE: Plans and Specifications and Advertisement for Bids to Refinish and Reline Two
Portable Basketball Floors
MEETING DATE: September 6, 1995

RECOMMENDED ACTION: That the City Council approve the plans and specifications for the above
project and authorize advertising for bids.
BACKGROUND INFORMATION: This project will remove the existing finish, reline and refinish the
Parks and Recreation Department's two portable basketball floors.
These floors are used during the winter months for the City League
basketball and volleyball programs and are located on the Festival
grounds in the Grape Pavilion.
Two years ago, the Parks and Recreation Department and the Lodi Unified School District entered into
an agreement to have the School District hire a contractor to reline and refinish both floors. The floor
finish that was placed on the floors two years ago has peeled off in spots and the game lines have
ragged edges. The City and the School District worked together to have the problem analyzed. The
contract did not require the complete removal of the floor finish and this was listed as one of the
principle factors contributing to the problem as the game line paint and new floor finish did not adhere
well to the old floor finish. This contract will remove the floor finish down to bare wood, seal the wood,
apply the game lines and refinish the floors.
The Parks and Recreation Department will be starting its basketball program on November 20. The
schedule for this project is to open bids on September 20, award the contract on October 4, and have
the work done during the end of October and beginning of November. The specifications allow the
contractor fifteen working days to complete the work.
