COUNCIL COMMUNICATION
AGENDA TITLE: Sale of Surplus Property
MEETING DATE: May 17, 1995

RECOMMENDED ACTION: That the City Council authorize the sale of various items of
surplus property, by sealed bid (Items 1 and 2 on the Sur-
plus Property List, Exhibit A) and by off-site auction (all
other items on the property list). It is further recommended that net proceeds from the sale of the Ricoh
copier and the blueprint machine (Items 3 and 4 on the list) be contributed to the Boosters of Boys and
Girls Sports (BOBS) of Lodi.
BACKGROUND INFORMATION: When City property becomes obsolete or fails after years of
service, it is removed and accumulated for eventual dis-
posal. (However, because opinions differ regarding "value"
of failed equipment, disposal therefore involves an attempt to sell to establish whether an item actually
has "value". All items remaining unsold are then declared to have no value, and are disposed of as scrap).
Since the City has received expressions of interest in Items 1 and 2 from local residents, the Purchasing
Department recommends that these two items be offered for sale locally, by sealed bid, and sold to the
highest bidders. All other items are expected to have limited local marketability, and therefore would
gain greater exposure through an auction service such as Ernst and Associates of Modesto (average
auction attendance: 6,000).
Items 3 and 4 were donated to the City (Item 3 to the Recreation Department by the BOBS, and Item 4
to the Parks Department nearly 10 years ago by an unknown donor). It is therefore recommended that
net proceeds from the Sale of these two items be given to the BOBS organization, and that proceeds
from all other items be returned to the General Fund.
