JOINT MEETING OF THE LODI CITY COUNCIL AND THE LODI UNIFIED SCHOOL DISTRICT
BOARD OF TRUSTEES - DISCUSSION OF ITEMS OF MUTUAL CONCERN
Dr. Sam Swofford, LUSD Superintendent, opened the discussion by reviewing several
Lodi Unified School District / City of Lodi joint projects and partnership accomplishments.
He cited, in particular, the following:
• City water well sites at Washington and Lakewood Schools
• Playground improvements in conjunction with the water well sites at both school
locations
• Street widening and the installation of sidewalks at Lawrence School
• Tokay High School swimming pool enlargement
▪ Implementation of development fees and new school sites
• School Resource Office (police department)
• Drug and narcotics suppression efforts (police department)
• Crimestoppers program introduced in classrooms
Future School Site Proiects
Considerable discussion centered on the possible use of the Needham School site for the
location of an indoor sports center. It was pointed out that the Parks and Recreation
Commission has an interest in pursuing this idea. District officials pointed out that the
district will have an ongoing need for some of the space at that location. Mayor Mann
asked, with an affirmative response, that joint use of that site would be acceptable.
Community Development Director Schroeder stated the main building at Needham School
is not "earthquake safe". Parks and Recreation Director Williamson noted the possibility
of using the Needham School site for the location of a community facility, and suggested it
might be cheaper to level the structures and start over. Mr. Williamson further added the
City is very interested in retaining the use of the grass area at the school. Mayor Mann
proposed a joint task force (City Council/School Board) be formed to study the Needham
School issue. Council Members expressed the need to proceed with the formation of
such a group.
Assistant City Manager Glenn commented the City has received a request from the
District -to assist in the placing of poles at Tokay High School for the development of a
team building "ropes" course.
Disaster Preoaredness
Fire Chief Howard advised those in attendance that the District has been invited to
participate in the 'development of a City Disaster Preparedness Plan. The Emergency
Operating Center would be located in the Library's Community Room, and the District
would be of considerable assistance in making certain school sites are available as
evacuation centers for housing a feeding people. The use of school buses to move
people in the event of a disaster would also be most helpful.
Economic Development
Council Member Pennino reminded those in attendance of the increased emphasis the
City is putting on economic development, noting the District is the City's largest employer.
He asked District officials about future plans for the Lincoln School site or Cherokee Lane.
Facilities Planner Starr responded that part of the site will continue to be used for adult
education.

Future Joint Meetings
It was suggested that there be a series of meetings on a two -by -two basis (two Council
Members and two School District Board Members) joined by the School District
Superintendent and the City Manager.
Council Member Warner stated he thought the two bodies should meet together annually.
Others expressed the value of an annual or semi-annual meeting.
Miscellaneous Council Comments
Council Member Pennino cited the creation of the new Youth Commission as another
example of City/School District cooperation.
Council Member Siegiock made some summary comments, stating he was in favor of
school uniforms, and opposed year-round schools. He talked of a new financing structure
to bring about the completion of the Hutchins Street Square project, and the construction
of an indoor sports facility. He challenged those in attendance to "Dare to Dream".
