'L CITY OF LO D I COUNCIL COMMUNICATION
AGENDA TITLE: Consider Request of Daniels C. Logue Development and Construction, Inc. by
Cyrus Youssefi for a Use Permit to Convert Portions of the Lodi Hotel to 70-75
Senior Citizen Studio or One Bedroom Apartments with Common Areas for
Recreation, Visiting and Similar Activities.
MEETING DATE: June 7, 1995
PREPARED BY: Community Development Director
RECOMMENDED ACTION: That the City Council approve the request of Daniels C. Logue
Development and Construction, Inc. for a use permit to rehabilitate the
Lodi Hotel. The project would yield 70-75 senior apartment units.
Staff is further recommending that the City Council authorize the preparation, by staff, of a proposal
authorizing the City's financial participation in this project. This would be done pursuant to findings in
Logue Development's prospectus.
BACKGROUND INFORMATION: The City Council approved a use permit for Naimat Kahn for a 53 -
unit project on February 14, 11994. Mr. Kahn has been unable to
proceed with his plans for the building. Logue Development
hopes to acquire the property from Mr. Kahn. With the exception of the number of proposed units, the
proposal is virtually identical to Mr. Kahn's project.
FUNDING: Federal Funds (amounts unknown).

City of Lodi
uea-L Mayor Mann;
The Lodi Senior Citizens Commission received a
presentation by Cyrus Youssefi, regarding the Lodi
Hotel project, at a regular scheduled meeting on
June 15, 1995.
Mr Youssefi addressed all concerns put forth by this
commission regarding parking, screening of
residents, age and economic qualifying of residents,
and size of apartments planned - we were favorably
impressed with his proposals as well as his
willingness to construct an attractive, safe,
affordable dwelling for seniors.
We are all aware of the increased need for
affordable senior housing in Lodi and feel confident
of Mr. Youssefi's commitment to building a quality
apartment complex in the Lodi Hotel, which will fit
in with the downtown revitalization plan as well as
provide much needed housing to Lodi's increasing
senior population.
The Lodi Senior Citizens Commission encourages the
City Planners as well as the downtown merchants to
work closely with Mr. Youssefi to bring this project
to completion.
Thank you for your continued interest in quality of
lire for Lodi's senior citizens.
Sincerely,
The Lodi Senior Citizens Commission
