HomeMy WebLinkAboutAgenda Report - April 5, 1995 (79)CITY OF LODI AGENDA TITLE: MEETING DATE: PREPARED BY: COUNCIL COMMUNICATION N Contract Award for Well 16 Removal and Replacement of Spent Carbon, 1426 West Century Boulevard ($38,940) April 5, 1995 Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the contract for the above project to Northwestern Carbon of Redding in the amount of $38,940. BACKGROUND INFORMATION: This project consists of removing, reactivating and reinstalling the granular activated carbon at Well 16, and other incidental and related work, all as shown on the plans and specifications for the project. Well 16 has been off-line since last fall because the granular activated carbon in the vessels at that well site is not filtering out enough of the DBCP to meet the limit set by the EPA. Bids were received on March 22, 1995 to replace the spent carbon. There were two bid altemates included in this bid proposal. In Bid Alternate A, the contractor would remove the spent carbon and replace it with virgin carbon. Bid Alternate B requires the contractor to remove the carbon from the vessels at Well 16, reactivate the carbon and replace it in the vessels. The reactivation process has been approved by the State Department of Health Services for domestic water systems. Staff is recommending that Council award Bid Alternate B of this contract to Northwestern Carbon of Redding. Staff is also recommending that the bid from Elf-Atochem be rejected because an incomplete bid proposal was submitted. Elf-Atochem did not submit a completed Spent Carbon Service Statement as was required in the bid proposal. The bidder was to use the Spent Carbon Service Statement to verify that the bidder was familiar with the handling and disposal of DBCP-laden granular activated carbon and to identify the companies being used to dispose of, destroy or regenerate the carbon and do the change -out of the carbon at the well site. The City will be depending on Well 16 this summer to help meet the peak demands on the water system so the replacement of the granular activated carbon is a very high priority project. Plans and specifications for this project were approved on February 15, 1995. The City received the following two bids for this project: Bidder Location Bid Alt. A Bid Alt. PETERSON City Manager recycled paper Cc -1 03/28/95 RESOLUTION NO. 95-42 A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE CONTRACT FOR WELL 16 REMOVAL AND REPLACEMENT OF SPENT CARBON WHEREAS, in answer to notice duly published in accordance with law and the order of this City Council sealed bids were received and publicly opened on March 22, 1995 at 11:00 a.m. for the bid for Well 16 Removal and Replacement of Spent Carbon, described in the specifications therefore approved by the City Council on February 15, 1995; and WHEREAS, said bids have been compared, checked, and tabulated and a report thereof filed with the City Manager as follows: Bidder Location Bid Alt.A, Bid Alt.B Engineer's Estimate $ 62,700 $ 39,600 Northwestern Carbon Redding No Bid $ 38,940 Elf-Atochem Philadelphia, PA $ 72,600* No Bid *Incomplete Bid WHEREAS, the City Manager recommends that award of the bid for Well 16 Removal and Replacement of Spent Carbon be made to the low bidder, Northwestern Carbon of Redding, CA; and NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that award of the bid for Well 16 Removal and Replacement of Spent Carbon, be and the same is hereby awarded to Northwestern Carbon, of Redding, CA, the low bidder, in the amount of $38,940.
