AGENDA TITLE: Contract Award for Water Well No. 1 Abandonment, 2301/2 East Lodi Avenue ($8,900)

RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the contract for
the above project to Howk Systems in the amount of $8,900.
BACKGROUND INFORMATION: This project will abandon water Well 1, located in the alley south of
Lodi Avenue between Stockton Street and Washington Street. Well 1
has had problems with sand pumping and water contamination and
has been out of service since spring 1990. A sand separator was
installed at the site to catch the sand but the site is too small (20 feet by 20 feet) to set up any effective
contamination removal system to remove the water contamination.
The abandonment will include grouting the water well with concrete mix, removing any aboveground and
underground utilities at the site, removing the chain link fence, removing the existing concrete pad, and
leveling the ground with imported top soil. Upon completion of the abandonment, staff will negotiate with the
owner of the adjacent lot, 230 East Lodi Avenue, for sale of the site. A sales agreement will be brought back
to the Council for approval.
Plans and specifications for this project were approved on January 18, 1995. The City received the following
four bids for this project:

A RESOLUTION OF THE LODI CITY COUNCIL
AWARDING THE CONTRACT FOR WATER WELL NO. 1 ABANDONMENT
LOCATED AT 230 1/2 EAST LODI AVENUE
WHEREAS, in answer to notice duly published in accordance with law and the order of
this City Council sealed bids were received and publicly opened on March 8, 1995 at 11:00 a.m.
for the bid for Water Well No. 1 Abandonment, 230 1/2 East Lodi Avenue, described in the
specifications therefore approved by the City Council on January 18, 1995; and
WHEREAS, said bids have been compared, checked, and tabulated and a report thereof
filed with the City Manager as follows:

WHEREAS, the City Manager recommends that award of the bid for the Water Well No.
1 Abandonment, 230 1/2 East Lodi Avenue be made to the lowest bidder, Howk Systems,
Modesto, CA; and
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that award of the
bid for the Water Well No. 1 Abandonment, 230 1/2 East Lodi Avenue, be and the same is
hereby awarded to Howk Systems, Modesto, CA, the lowest bidder, in the amount of $8,900.00.
