RECOMMENDED ACTION: That Mayor Mann present a proclamation proclaiming Pastor Bill Sherrill
as Lodi Police Department's "l 994 Police Volunteer of the Year" in the
City of Lodi.

The Mayor has been requested to present a proclamation
proclaiming Pastor Bill Sherrill as Lodi Police Department's "1994
Police Volunteer of the Year". Police Chief Larry Hansen will be
present to accept the proclamation on behalf of Pastor Sherrill.

ifi two homicides, 1 burn victim, 3 suicides-, about 25-30 Domestic Violence, 4 deaths,
3 attempted suicides. I also counseled 3 victims in a robbery at the Lodi Bank in
Woodbridge. I am head of the Chaplain's of the Dept. i have about 35 hours involved
in setting up meetings for the Chaplains. I also attended a 3 day conference (ICPC-
International Conference Police Chaplains) training seminar in Rocklin, Ca.

I was born and raised in Charlotte, North Carolina and graduated from Harding High
School where I was involved in sports and leadership of the school. I was Chaplain of
my class.
My wife's name is Mary Louise. We have three children all married. We have 5
grand childrpn-
I attended Bob Jones University upon completion of my High School education and
graduated with a B.A. degree in religion. I have served as pastor for 36 years.
During those years I have also served as Christian Ed. Director, Musical Director,
Camp Director, assistant pastor, and many other duties involved in the church work.
For 26 years I served as a member on the Ordination Committee of our denomination and
was District Supt. for over 10 years.
My hobby is woodwork, cows, and golf.

Subject: Chaplain Bill Sherrill
It is my understanding that Chaplain Sherrill has been
nominated for volunteer of the year for the Lodi Police
Dept and I am writing this memo in support of him.
I met Chaplain Sherrill when the Lodi Police Department
Chaplain program first started. Although there are several
chaplains, Bill has been the one that I worked with the
most. He has made it a point to ride on patrol as often as
he could, trying to ride with as many different officers as
possible. He has explained the Chaplain program to
officers and promoted the program. I have found the
Chaplain Program to be one of the best programs that the
Police Department has ever been involved in.
When the program first started, several officers were
skeptical and said that they did not know if it would be a
success. Bill took the time to explain the program and to
show the officers how chaplains could be used. I was
present on several occasions when Bill was riding patrol as
a volunteer, and would assist the officers by handling
duties he thought a chaplain could be of assistance.
Through his diligence, the program succeeded and officers
now take full advantage of the chaplain program. I
attribute the success of the program directly to Chaplain
Sherrill.
I feel that the Lodi Police Department and the City of Lodi
are better off because of the Chaplain Program the Bill was
instrumental in starting. I

I feel priveleged to have been listed as a reference by Pastor Bill
Sherrill for his Volunteer of the Year nomination. The Police
Chaplain program has been extremely beneficial to the Department and
Bill has been the driving force behind the program. Bill has ridden
with me on patrol on a few occasions and I very much enjoyed the
time we spent together. He is very enthusiastic about the Police
Chaplain program and is always willing to help out in any way
possible. Bill has given a lot of his own time to make certain that
the Police Chaplain program would be successfull and he never
hesitates to offer his services, no matter what time it may be. I
wholeheartedly endorse Bill for the Volunteer of the Year Award and
I could not think of a more deserving recipient.

Dear Lt. Schick,
I am flattered that Bill would use me as a reference. I work him so much it is
probably his way of trying to get even!
The chaplain program, and especially Bill, have become such a part of my
work that I cannot remember how I managed to do my work without them.
When there is death, pain, or any sort of distress, I know that I can depend on
Bill to respond and smooth the emotional things over so that I am free to
concentrate on the technical aspects of my investigation.
No one case personifies the need and value of the people like Bill any more
than the tragedy of the child crushed by the trash truck at the Lodi Oaks
apartments. The family, the driver and even the witnesses were devastated,
and the emergency service personnel were not in much better shape, with
little remaining strength to support the needs of those touched by the tragedy.
With the modern electronic miracle of a pager, we quickly had Bill and other
chaplains on scene to perform their personal miracle with the shattered lives
surrounding this loss.
I wholeheartedly applaud his nomination for volunteer of the year, and
cannot think of anyone more deserving in all the time that I have served this
city.

it is with a great deal of pleasure that I nominate Chaplain Bill
Sherill for Volunteer of the Year. Chaplain Sherill has been involved
with the Lodi Police Department's Chaplaincy program for the past two
years. He is always available to assist in any capacity that he is
asked. He relates well with the officers, and is actively sought-after
by the officers when he is able to "ride along". He has helped in many
tough cases involving rapes, spousal abuse situations, juvenile out of
control, suicide attempts plus deaths of all types- He is a tremendous
help in each of these incidents, being the caring person the citizen
needs when the officer does not have time to get personally involved.
His enthusiasm is very contagious, and his smiling face is a welcome
sight, especially on a tough day.
In addition to working with the Police Department, Chaplain
Sherill has also volunteered his services to the Lodi Fire Department.
He has been on ride-alongs with the Fire Department, and assisted in
various traumatic situations with them also. He is also well -liked by
the firemen, both rank -and -file plus administrators.
I can think of no one more deserving of this award than Chaplain
Bill Sherill, and I enthusiastically support his nomination for
Volunteer of the Year.

Bill Sherrill, Chaplain, Candidate for Volunteer of the Year
I think that Lodi Police Chaplain Bill Sherrill is an excellent choice
for LPD Volunteer of the Year for 1994. Bill is largely responsible
for generating the Police Chaplain program, and his dedication to the
program has made it a big success. Bill not only acts as a liaison
between LPD and the other chaplains, he has become a very familiar face
around LPD by the amount of time he spends riding on patrol with police
officers.
While on patrol with me, Bill has assisted on several cases. For
example, we were to investigate an unattended death of an elderly man.
His wife and family were grieving and very emotional. Bill's presence
and demeanor was a comfort to the family. This calmed the situation,
and I was able to investigate the case as necessary. The family sent
me a letter of gratitude some days later; but, I feel it was the
actions of Chaplain Bill Sherrill that made the difference.
Bill's gentle and kind methods allows him to gain a positive rapport
with people of all ages. Bill Sherrill is an invaluable asset to the
Lodi Police Department, and to the community at large as well.

I am pleased to nominate Police Chaplain Bill Sherrill as Lodi Police
Department's Volunteer of the Year.
The Lodi Police Department's Chaplaincy Program was established in
early 1994. Police Chaplains ride on patrol and are also an call to
respond when needed. They provide comfort and counsel to citizens and
police personnel during times of stress and personal difficulty.
As working pastors, the Chaplains have the skills and sensitivity that
Police Officers often lack. They are able to spend time with victims
of crimes, family members who have lost loved ones, and couples who
need counseling. This frees up the officers to focus on other duties
and has added a new dimension of service to the Lodi Police Department.
Bill Sherrill spearheaded the Chaplaincy program and functions as the
Head Chaplain. He is very dedicated and has spent countless hours
developing the program and working with citizens. He is a sensitive
man who has served the Police Department and the citizens of Lodi well.
The Chaplaincy program has been a great success, due in large part to
Bill Sherrill. He should be selected as the Volunteer of the Year.
