HomeMy WebLinkAboutAgenda Report - April 5, 1995 (85)CITY OF LODI COUNCIL COMMUNICATION it ` AGENDA TITLE: Wastewater Main Replacement, 728 South Sacramento Street MEETING DATE: April 5, 1995 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council authorize the replacement of the wastewater main at 728 South Sacramento Street and authorize the Public Works Director to relocate the public utilities easement for the main. BACKGROUND INFORMATION: A wastewater main serving the Pacific Coast Producers cannery on the east side of the Southem Pacific Railroad tracks, south of Tokay Street, extends westerly across the tracks and the parcel at 728 South Sacramento Street (see map, Exhibit A). The main is located within a public utilities easement and crosses the parcel at an angle. The property is vacant and is used for open storage by the owner, Lodi Iron Works. Lodi Iron Works has proposed an expansion of their operations that entails the construction of a new building on the vacant parcel. City staff has worked with Lodi Iron Works to see if the new building can be located to clear the easement, however, that does not appear to be practical. We considered allowing the building to be constructed over the existing main, but the poor condition of the main (old concrete pipe) means it should be replaced before the building is constructed. The best alternative appears to be installing a new line south of the new building. Given the condition of the main, staff feels it is reasonable that the City pay for the replacement. In order to avoid holding up the Lodi Iron Works project and simplify coordination, we recommend the City work with Lodi Iron Works to incorporate the replacement in their plans and have their contractor perform the work to City specifications. The City would provide the basic design and then reimburse them for the work. The preliminary cost estimate is about $10,000. Authorization of the easement relocation is necessary to avoid the lengthy easement abandonment process. As part of this evaluation, staff checked the mains upstream and downstream of 728 South Sacramento Street and found they are also in poor condition and should be considered for rehabilitation. These mains cross the railroad tracks and extend under some homes west of Sacramento Street. These factors make replacement difficult and expensive so staff will investigate some other method, such as slip lining the pipe. Rerouting the mains via existing streets is not practical due the additional length involved and the lack of fall --the pipes are already nearly flat. Unfortunately, these problems are not uncommon in the older part of the wastewater collection system. FUNDING: Wastewater Utility Fund. Prepared by Richard C.
