MEETING DATE: March 15, 1995 PREPARED BY: Community Development Director RECOMMENDED ACTION: that the City Council conduct a public hearing to consider the Planning Commission's recommendation to approve the request of Dillon and Murphy Engineering on behalf of California Waste Removal Systems, Inc.. 1. to prezone the 10.01 acre parcel at the eastern terminus of East Turner Road (APN 049-080-73) to M-2, Heavy Industrial; and 2. to certify the filing of a Negative Declaration by the Community Development Director as adequate environmental documentation on the above project. BACKGROUND INFORMATION: California Waste Removal Systems Inc. is expanding its mulching operations onto the parcel being requested for prezoning. Besides the open-air operations the company wishes to construct a new building on the property. Before the new building can be connected to City services the property must be annexed to the City. The Local Agency Formation Commission of San Joaquin County requires, by policy, that all property proposed for annexing to a City must be prezoned by the City Council of the annexing City. The prezoning is the first step in the annexation process. If the City Council approves the above requests, the initiation of the annexation process (i.e. Reorganization process) will be placed on the City Council agenda of April 5, 1995. All interested persons are invited to present their views and comments on this matter. Written statements may be filed with the City Clerk at any time prior to the hearing scheduled herein, and oral statements may be made at said hearing.
