(1) to Prezone the 10.01 Acre Parcel at the Eastern Terminus of East Turner Road (APN 049-080-73) to M-2, Heavy Industrial and (2) to Certify the Filing of a Negative Declaration by the Community Development Director as Adequate Environmental Documentation on the Above Project. MEETING DATE: March 15, 1995 PREPARED BY: Community Development Director RECOMMENDED ACTION: that the City Council conduct a public hearing to consider the Planning Commission's recommendation to approve the request of Dillon and Murphy Engineering on behalf of California Waste Removal Systems, Inc.. 1. to prezone the 10.01 acre parcel at the eastern terminus of East Turner Road (APN 049-080-73) to M-2, Heavy Industrial; and 2. to certify the filing of a Negative Declaration by the Community Development Director as adequate environmental documentation on the above project. BACKGROUND INFORMATION: California Waste Removal Systems Inc. is expanding its mulching operations onto the parcel being requested for prezoning. Besides the open-air operations the company wishes to construct a new building on the property. Before the new building can be connected to City services the property must be annexed to the City. The Local Agency Formation Commission of San Joaquin County requires, by policy, that all property proposed for annexing to a City must be prezoned by the City Council of the annexing City. The prezoning is the first step in the annexation process. If the City Council approves the above requests, the initiation of the annexation process (i.e. Reorganization process) will be placed on the City Council agenda of April 5, 1995. Perrin City Clerk Telephone: (209) 333-6702 NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that on Wednesday, March 15, 1995 at the hour of 7:00 p.m., or as soon thereafter as the matter may be heard, the City Council will conduct a Public Hearing to consider the following matter: a) Planning Commission recommendations: • to prezone the 10.01 acre parcel east of the eastern terminous of East Turner Road (APN 049-080-73) to M-2, Heavy Industrial; and • to certify the filing of a Negative Declaration by the Community Development Director as adequate environmental documentation on the above project. Information regarding this item may be obtained in the office of the Community Development Director at 221 West Pine Street, Lodi, California. All interested persons are invited to present their views and comments on this matter. Written statements may be filed with the City Clerk at any time prior to the hearing scheduled herein, and oral statements may be made at said hearing. These recommendations are being forwarded to the City Council for final hearing and action. The City Clerk's office will inform you of the time and place of the City Council public hearing.
