Of these funds, $276,613 is for operations and $194,000 is for Capital. The Capital items included are two replacement vehicles for Dial -A -Ride, a spare vehicle for Dial -A -Ride and $100,000 for restoration of the Southern Pacific Train Depot. BACKGROUND INFORMATION: Each year the City of Lodi receives an allocation of Federal Transit funds for support of our Dial -A -Ride and Grapel-ine Bus System. In order to obtain these funds we must make application for the funds. We have filed a claim and have received approval for TDA funds. That claim required that we also make utilization of Federal funds. This application is an integral part of our funding for transit activities in the City of Lodi. The City Council should remain aware that our transit operation is fully funded with earmarked dollars and that not one dollar of City of Lodi General Fund moneys are spent on transit. The City of Lodi's estimated transit budget for this year is $650,945. The grant therefore represents approximately 39% of the total operating budget. II. CAPITAL PROJECT ASSISTANCE Federal capital assistance in the amount $194,000 of is being requested for the 1994/95 fiscal year. The federal funds will be matched by $88,500 in local TDA funds for a total capital budget of $282,500. That plan recommended the development of a fixed route transit system component that would work in conjunction with the existing demand responsive transit system to provide expanded services to the citizens of the Lodi urbanized area. The plan also made recommendations regarding the expansion of the fleet and replacement of some of the existing vehicles to meet capacity needs and ADA requirements. During the 1992/93 fiscal year the San Joaquin Council of Governments prepared an updated Short Range Transit Plan for the City of Lodi - Lodi Transit System that incorporates the recommendations of the Transit Needs Assessment and System Plan. The City of Lodi in cooperation with San Joaquin County and San Joaquin Council of Governments is building a rail -multimodal station. This is a four phase project: (I) feasibility and site alternative analysis; (II) site planning, environmental and preliminary engineering; (III)right of way acquisition; and (IV) construction. Phase one is completed. This project is included in the State Transportation Improvement Program. A contract for Phase II work has been awarded in March 1995 and is scheduled for completion in early 1996. The City of Lodi is committed to a downtown revitalization effort. As part of this process the City contracted with a land use planner to develop a plan. An integral part of that plan is the downtown multi -modal station. E PROTECTION OF THE ENVIRONMENT I, Thomas A. PLANNING JUSTIFICATION The City of Lodi - Lodi Transit System, working in conjunction with the San Joaquin Council of Governments hired a consultant to prepare a Transit Needs Assessment and System Plan in 1992. In order to meet the recommendations of the plan the City has approved the following capital improvements for the 1994/95 fiscal year: (1) Two replacement vehicles for the dial -a -ride system 14 r (2) One vehicle as back up to the fleet of 10 Dial-a-rdie vehicles (3) Restoration of Southern Pacific Train Depot to a multi- modal station in the downtown area. 15 CITY OF LODI - LODI TRANSIT SYSTEM SUPPLEMENTAL EXHIBITS / INFORMATION The following narrative explains the supplemental exhibit inclusions with this application and meets the supplemental exhibit requirements. A. protection of the Environment: All items on the program of projects and budget included with this application are considered Class 2 categorical exclusions in that they will not have a "significant" or "substantial" impact on the environment as defined in UMTA Regulation 23 CFR Part 721. A certification to this effect has previously been submitted. B. Civil Rights: Certification and Assurances of compliance with all regulations, laws and guidelines with respect to Civil Rights Programs have been previously submitted to FTA and are a part of this application (including required copies of Title VI and Equal Opportunity reports). The City of Lodi has an adopted Disadvantaged Business Enterprise Plan and has established an lit DBE Goal for the 1993/94 fiscal year.
