AGENDA TITLE: Specifications and Advertisement for Bids for Luminaires
for Eastside Alley Lighting Project, Phase 2
MEETING DATE: December 6, 1995

RECOMMENDED ACTION: That the City Council approve the specifications and
authorize the advertisement for bids for 116 high pressure
sodium luminaires to be installed during Phase 2 of the
Eastside Alley Lighting Project.
BACKGROUND INFORMATION: Earlier this year 168 lights were installed in alleys as part
of Phase 1 of the project. Phase 2 will continue lighting
installations within the block grant target area shown on
the attached map.
This bid will include forty-eight 70 -watt, and sixty-eight 100 -watt luminaires. Lamps will be purchased
off the State of California's lamp contract, and installation hardware will be informally bid.

SPECIFICATIONS

70 AND 100 WATT HIGH PRESSURE SODIUM (HPS)
CUTOFF LUMINAIRES
General
A. It is the intent of these specifications to describe cutoff luminaires of
the best design and construction for the service for which they are
intended. Consequently, it shall be the City's desire to award the
contract to a bidder who has demonstrated high quality by having a
considerable number of this type of luminaire in service over a period
of years.
B. The luminaires are to be shipped complete, fully assembled, and
individually boxed without photoelectric controls or lamps.
Photoelectric controls and lamps are not part of this bid.
C. Voltage and wattage shall be as specified on the bid ,proposal form.
2 Ballasts
Ballasts shall be high power factor design of the regulated type and shall be integral
with the luminaire. Ballasts shall have a minimum power factor of 90 percent over the
life of the lamp; inrush current shall be less than operating current; shall operate at
plus or minus 10 percent rated voltage. Ballast shall be of the type recommended for
high pressure sodium lamps.
3. Light Distribution
Luminaires shall have the following Illuminating Engineering Society (IES) light
distribution patterns:

Reflector shall be removable and highly specular.
5. Refractor
Removable Flat Glass Lens. Refractor latch shall be vibration proof to prevent
accidental opening of the door. Gaskets shall be used to seal the optical assembly,
including but not limited to the socket entry, and between reflector and refractor.

6. Slip Fitter
Slip fitter shall be adjustable to accept 1-1/4" through 2" outside pipe diameter
without rearranging of mounting parts, and adjustable plus or minus 5 degrees from
horizontal.
7. Housine
Outer housing shall be cast aluminum and shall be equipped with twist -lock type
photoelectric control receptacle. The receptacle shall be adjustable to permit
reorientation of the photoelectric control unit. The housing shall be equivalent to
units listed in #8 (approved).
8. Approved Manufactures
A. The following cutoff luminaires have been approved for use on the
City of Lodi's streetlighting system:

B. Luminaires Not Approved at Time of Bidding:
Other manufactures' luminaires may be considered. The low bidder
has seven working days from bid opening date to provide one
complete sample and technical data for material proposed in bid for
evaluation.
Should sample(s) not be received as noted above or the sample is
rejected, the next lowest bidder will be considered.
The supplier shall repair and/or replace, at no expense to the City of Lodi, any part
or parts that may develop defects due to faulty material, workmanship or design
within a period of at least one year after the equipment has been accepted by the
purchaser.
Bids with extended guarantees, longer than one year, will be considered in the bid
evaluation.
