BACKGROUND INFORMATION: The purpose of this Zone is to provide a basis of funding of facilities for a joint water banking/conjunctive use program with the East Bay Municipal Utility District. This Zone will include the following public agencies and districts: City of Lodi City of Stockton San Joaquin County (portions of) Woodbridge Irrigation District North San Joaquin Water Conservation District Stockton East Water District Central San Joaquin Water Conservation District The County is hoping to establish this Zone prior to January 1, 1996. As discussed in the attached letter from the San Joaquin County Flood Control and Water Conservation District, the establishment of this Zone requires the consent of the City of Lodi. It is recommended that Council approve formation of this Zone which includes the existing City limits and future expansions of our City. FUNDING: Not applicable. HIRATA DIRECTOR OF PUBLIC WORKS FLOOD CONTROL ENGINEER R Sma E C54' ram..1 _% N(3V U 71995_ �;CIT��' Or LORI s p4SLI:: At the October 16, 1995, meeting of the Advisory Water Commission, the Commission held a public hearing regarding the formation of a Water Conservation Zone within the San Joaquin County Flood Control and Water Conservation District. The purpose of the Zone is to provide a basis for funding of facilities for a joint water banking/conjunctive use program with the East Bay Municipal Utility District. A Water Conservation Zone is a Zone within the Flood Control District that is empowered to provide for a project proposal, design, construction, and operation. If a Zone can be formed prior to January 1, 1996, it will be available that year to begin implementation of the project. Attached is a map which shows the proposed limits of the Water Conservation Zone 1. The map includes the existing limits and sphere of influence of the Woodbridge Irrigation District, North San Joaquin Water Conservation District, City of Lodi, City of Stockton, Stockton East Water District, and Central San Joaquin Water Conservation District. To make the map complete, it is bounded on the north and east by the County limit lines and on the west by the sphere of influence lines with connections to include the eastern part of the County. All areas within the Zone that are not included in some other community will be represented by the San Joaquin County Flood Control and Water Conservation District. In order to proceed with the establishment of the Zone, the consent of the City will be required. The consent can be in the form of a letter to the Clerk of the Board of Supervisors with a copy to me or by Resolution. If we are to succeed in forming this Zone by the end of the calendar year, it will be necessary to have your response as soon as possible.
