BACKGROUND INFORMATION: This project includes modifying and repairing existing traffic signals at four intersections. At two intersections, Cherokee Lane and Lodi Avenue and Cherokee Lane and Victor Road, the traffic signal plans were modified to increase capacity and/or reduce accidents. At the other two intersections, North Lower Sacramento Road and Turner Road and Lodi Avenue and Central Avenue, the work consists of repairs to the existing signals. The signal modifications for the four intersections are described below: Cherokee Lane and Lodi Avenue This intersection is on the City's Intersection Study List, which ranks intersections by accident rate. It has one of the higher accident rates for signalized intersections. To determine the improvements needed, collision diagrams were prepared showing the type of accidents. The collision diagrams showed left -turn phases (green arrows) may be needed for the northbound and southbound approaches. There are no nationally established rules to determine left -turn phasing. However, there are four conditions that should be reviewed, including accidents, delay, volume and miscellaneous features, such as sight problems or large percentage of buses/trucks. At this intersection, three of the four conditions exist for the northbound and southbound approaches. The plans call for installing left - tum phases for these Cherokee Lane approaches. Cherokee Lane and Victor Road This intersection was reviewed to determine if an additional left -turn lane should be considered for the Victor Road westbound approach. The traffic volume is over the recommended 300 vehicles per hour for the westbound approach and, therefore, justifies the dual left -turn operation. North Lower Sacramento Road and Turner Road The standard pole located at the southeast corner has been hit a number of times by independent truck drivers exiting from General Mills. The plans include installing a new pole shaft approximately five feet east of the existing location and creating a guard post at the existing pole location. APPROVED: THOMAS A. This intersection has been operating under fixed timing rather than vehicle actuation. The plans show replacing the northbound loop detectors. Miscellaneous In addition to the above improvements, wheelchair ramps will be installed at the comers of Cherokee Lane and Lodi Avenue and Cherokee Lane and Victor Road. At both these intersections, emergency vehicle preemption equipment will also be installed at all necessary approaches. The project estimate is $38,000. A specific appropriation recommendation will be made at the time of award. Construction is anticipated to begin in early December.
