AGENDA TITLE: Resolution of Support for Transportation Enhancement Activities Grant Application for
Multimodal Station Clock Tower

RECOMMENDED ACTION: That the City Council adopt the attached resolution supporting the Transportation
Enhancement Activities Grant Application for a clock tower for the Multimodal Station.
BACKGROUND INFORMATION: The planned multimodal station on Sacramento Street, between Pine and Elm
streets, will function as the transit hub for Lodi's fixed -route transit and Dial -A -
Ride services, SMART intercity service, eventual rail service and, possibly,
Greyhound and taxi services. The Station is also one of the key catalyst project:
in the Central City Revitalization Project. The Phase 2 work (master site planning, environmental clearance and
preliminary engineering) is well underway. At the first public meeting concerning the project, the design concepts
and features for the Station were reviewed. One of the strongest comments was the desirability of a clock tower
that would be visible from School Street looking easterly on Oak Street. However, as stated at the meeting, funding
for this feature is questionable given cutbacks in State Transit Capital Improvement funds. Certainly, the needs of
the transit facility, such as paving, parking, lighting, etc., would have to take priority.
As a potential solution to this problem, staff is proceeding to seek other grant sources for this element of the
Station. One likely candidate is the Transportation Enhancement Activities (TEA) category of the Federal
Transportation Funding Program, ISTEA. This Program is specifically geared to fund "enhancements" to
transportation facilities; i.e., features that are not required to make the facility function or ones that are required as
environmental impact mitigations. We already have a TEA grant in place for the acquisition of the "historic"
railroad site. We feel the clock tower is a good component of the Station project.
Another aspect of the project is the inclusion of a small police office which would enhance security at the site and
in the general area along Sacramento Street. In working on this concept with the Police Department, we have
discussed the project and its funding with the grant writing firm of Griffin Grant Writing & Consulting, who is under
contract with the Police Department for other projects. They feel the project is a good one and can prepare the
necessary applications in time for the October 13 deadline. In addition to various letters of support which they will
help obtain, a resolution from the City Council is also needed.
Given the preliminary stages of the site plan, a cost estimate is not available. We will work with the project design
firms to arrive at a reasonable figure for the grant application, probably on the order of $150,000 to $250,000.

A RESOLUTION OF THE LODI CITY COUNCIL
SUPPORTING AND APPROVING APPLICATION FOR FUNDS FOR THE
TRANSPORTATION ENHANCEMENT ACTIVITIES PROGRAM UNDER
INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT OF 1991
FOR THE MULTIMODAL STATION CLOCK TOWER PROJECT
WHEREAS, the City Council of the City of Lodi is considering approving the
application for funds for the Transportation Enhancement Activities (TEA) Program under
the Intermodal Surface Transportation Efficiency Act of 1991 for the Multimodal Station
Clock Tower.
WHEREAS, the planned multimodal station on Sacramento Street between Pine
and Elm Streets, will function as the transit hub for Lodi's fixed -route transit and Dial -A -
Ride services, SMART intercity service, and eventually rail service; and
WHEREAS, the station is one of the key catalyst projects in the Central City
Revitalization Project; and
WHEREAS, at the meeting concerning the project, one of the strongest comments
was desirability of a clock tower that would be visible from School Street looking easterly
on Oak Street; and
WHEREAS, another aspect of the project is the inclusion of a small police office
which will enhance security at the site and in the general area along Sacramento Street; and
WHEREAS, the United States Congress has enacted the Intermodal Surface
Transportation Efficiency Act of 1991, which is intended to provide over $200 million in
federal dollars over a six year period as matching funds to local, state and federal agencies
and nonprofit entities for transportation enhancement activities; and
WHEREAS the Department of Transportation has established the procedures and
criteria for reviewing proposals and is required to submit to the California Transportation
Commission a list of recommended projects from which the recipients will be selected; and
WHEREAS, said procedures and criteria are established by the California
Department of Transportation resolution certifying the approval of application by the
applicant's governing body before submission of said application to the California
Transportation Commission and the State of California; and
WHEREAS, the application contains assurances that the applicant must comply
with; and
WHEREAS, the applicant, if selected, will enter into an agreement with the State of
California to carry out the transportation enhancement activities project.
NOW, THEREFORE, BE IT RESOLVED, by the Lodi City Council as follows:
1. That the filing of an application for the Transportation Enhancement
Activities Program for consideration for funding is wholeheartedly supported and hereby
approved;
2. That said applicant will make adequate provisions for operation and
maintenance of the project;
3. That H. Dixon Flynn, City Manager, is hereby appointed as agent of the
City of Lodi to conduct all negotiations, execute and submit all documents, including but
not limited to application, agreements, amendments, payment requests and so on, which
may be necessary for the completion of the aforementioned project.
