BACKGROUND INFORMATION: This project includes installing a traffic signal, street lighting, and wheelchair ramps at the Turner Road and Mills Avenue intersection. This intersection is on the California Public Utilities Commission list with a preempted traffic signal as the recommended railroad protection improvement. The City has an agreement (RRS-Y308-003) to install a preempted traffic signal and Southern Pacific Railroad has a separate agreement (59R321) to install the necessary track improvements and preemption circuits for the signal. At its March 15, 1995 meeting, City Council authorized the City Manager to execute an agreement with TJKM Consultants for professional engineering services for this project. The consultant recently completed the plans and specifications for the traffic signal design. Since Federal rail crossing protection funds will be used to pay for the majority of this project, it was necessary for the City to submit a design certification to Caltrans. Caltrans is in the process of reviewing our certification application. Once approved, City staff will proceed with advertisement for bids. Construction is anticipated to begin in late December or early January.
