Trade-in credit of $5,000.00 for the City's FMC Vanguard Sweeper will bring the purchase price to $115,981.70. BACKGROUND INFORMATION: The 1995-96 Equipment Replacement Fund provides $121,600 for the replacement of Public Works Street Sweeper #04-131. The attached fact sheet gives detailed information and description on this unit. This nine- year-old sweeper has incurred $29,000 in repairs over the last year. In addition to these repairs, this unit still has significant defects. The hydraulic oil reserve is built into the frame and leaks due to metal fatigue. Currently this unit has difficulty with reverse gear and often cannot back up. It is estimated to cost between $8,000416,000 to correct this transmission problem. This unit required nine different unscheduled repairs during the last 17 working days. Due to sweeper schedules, construction projects, and the upcoming leaf removal season, it is necessary to expedite the purchase of a street sweeper. The normal bid process would take approximately 60 days to award the purchase. Delivery would take an additional 120 days. Therefore Staff recommends an emergency purchase to procure a sweeper within the next 45 days. Anticipated trade-in credit of $5,000.00 for the City's FMC Vanguard Sweeper was to bring the purchase price to $115,981.70. It was shared with the Council that existing Street Sweeper #04-131 had incurred over $29,000.00 in repairs over the last year, had a repair cost over the 9 -year life of the sweeper of approximately $114,000.00, and still had significant defects. Within days of the Council's decision, the existing sweeper experienced a major engine failure. The Equipment Maintenance Division determined, with the assistance of local repair vendors, that the engine repairs would cost several thousand dollars and it might be more cost effective to replace the engine with a rebuilt unit. Since the new street sweeper had been ordered, the Street and Equipment Maintenance divisions agreed it would be neither cost nor time effective to make repairs on the old street sweeper. Recognizing that the existing FMC sweeper was no longer in the same condition as when GCS offered a trade-in value of $5,000.00, GCS was contacted to determine what trade-in value remained. It was mutually agreed that a revised trade-in value of $2,500.00 would be applied against the purchase price, revising the total net expense to the City to $118,481.70. The new Tymco street sweeper, ordered through GCS on September 21, 1995, is due to arrive the week of October 30. It is now undergoing final modifications and preparations for delivery. Jack . Ronsko lic Works Director JLR/DJC/lm cc: Street Superintendent Building and Equipment Maintenance Superintendent Purchasing Officer STSWPRUP.DOC RESOLUTION NO. 95-117 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE PURCHASE OF ONE TYMCO 600 BAH STREET SWEEPER FOR THE STREET DIVISION WHEREAS, Lodi Municipal Code, Section 3.20.070, authorizes dispensing with bids for purchases of supplies, services or equipment when it is in the best interests of the City to do so; and WHEREAS, 1995-96 Equipment Replacement Fund provides $121,600 for the replacement of Public Works Street Sweeper #04-131; and WHEREAS, this nine-year old sweeper has incurred $29,000 in repairs over the last year, and has significant defects and transmission problems which could cost an additional $8,000416,000 to repair; and Whereas, it is staff recommendation that the City trade-in the FMC Vanguard Sweeper for a $5,000 credit towards the purchase of a new sweeper; and WHEREAS, staff further recommends purchase of one Tymco 600 BAH Street Sweeper from GCS, Inc. of West Sacramento, CA in the amount of $115,981.70 to replace the failing #04-131 street sweeper; and NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby approves the purchase of one Tymco 600 BAH Street Sweeper from GCS, Inc. of West Sacramento, CA in the amount of $115,981.70 Dated: September 20, 1995 I hereby certify that Resolution No. 95-117 was passed and adopted by the City Council of the City of Lodi in a regular meeting held September 20, 1995, by the following vote: AYES: COUNCIL MEMBERS - NOES: COUNCIL MEMBERS - ABSENT: COUNCIL MEMBERS - ABSTAIN: COUNCIL MEMBERS - JENNIFER M.
