HomeMy WebLinkAboutAgenda Report - February 15, 1995 (57),� OF CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Plans and Specifications and Advertisement for Bids For Well 16, 1426 West Century Boulevard, Removal and Replacement of Spent Granular Activated Carbon MEETING DATE: February 15, 1995 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council approve the plans and specifications for the above project and authorize advertising for bids. BACKGROUND INFORMATION: In spring 1992, a granular activated carbon (GAC) system was installed at Well 16 to remove-DBCP from the water being pumped into the City's system at this site. Since that time, 520,000,000 gallons of water have been filtered by the GAC in this filter system. The GAC is no longer able to capture all of the DBCP and the water being filtered has a DBCP level that is at the allowable limit for domestic water systems. This well has been put out of service since the DBCP reached the EPA's allowable limit. The specifications call for removal of the spent carbon and replacement with new carbon. The City is also asking for an alternate bid to reactivate the carbon instead of replacing it with new material. With this bid alternate, a contractor would take the City's carbon and run it through a reactivation facility for reuse at our well site. The State Department of Health Services has approved the reactivation process for domestic water systems and there is a possible cost savings to the City with this method. It is imperative that the GAC be replaced this spring as the City is depending on this well to help meet the high water demands of the summer months.
