HomeMy WebLinkAboutAgenda Report - February 15, 1995 (69)CITY OF LODI AGENDA TITLE: MEETING DATE: PREPARED BY: COUNCIL COMMUNICATION Purchase of Four Police Patrol Vehicles ($99,244) February 15, 1995 Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution to purchase four police patrol sedans from Melrose Ford of Oakland, Califomia, the low bidder. This resolution authorizes the total expenditure of $99,243.84 for four vehicles, emergency equipment, and maintenance manuals. BACKGROUND INFORMATION: Four police patrol sedans were included in the 1994/95 fiscal year budget. The patrol sedan we now use is the Ford Crown Victoria four -door sedan, CHP special service vehicle. In 1991/92 and 1992/93, police cars were purchased on the State of Califomia contract for CHP vehicles through the Office of Procurement. Last year, the bid for police vehicles was awarded to Maita Chevrolet for the Chevrolet Caprice. Staff recommended, and Council approved, the purchase of Ford Crown Victories from Melrose Ford in Oakland. This year, in November 1994, the bid for police vehicles was again awarded to Maita Chevrolet for the Chevrolet Caprice. The Police Department and the Public Works Department agree that it is in the City's best interest to continue to purchase Ford Crown Victories instead of Chevrolet Caprices. We recently learned that the Ford Motor Company had set February 15, 1995, as the last day to accept orders for the 1995 Ford Crown Victoria police cars. Therefore, staff has placed its order for these four police sedans, pending City Council approval, to ensure delivery. Five bids have been received to match the specifications of our police Crown Victories presently in service. Attached is a recap of the bids received. It is recommended that the City Council authorize the ordering of four 1995 Ford Crown Victoria sedans through Melrose Ford of Oakland, Califomia. We are also asking for authorization of $4,170.00 per car for emergency equipment (i.e., back seat protective screen, Tight bar, siren, shotgun rack, radio rack, .push bumper, etc.), $258.60 for service and parts manuals, and authorization to dispose of the old, used Dodge Diplomats and unusable emergency equipment through Roger Ernst and Associates (auctioneers) of Modesto, California. SUMMARY: Melrose Ford (four cars) $82,305.24 Emergency Equipment 16,680.00 Parts/Service Manuals 258.60 GRAND TOTAL $99,243.84 RESOLUTION NO. 95-23 A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE BID FOR THE PURCHASE OF FOUR POLICE PATROL VEHICLES AND AUTHORIZING THE PURCHASE AND INSTALLATION OF EMERGENCY EQUIPMENT FOR FOUR POLICE PATROL SEDANS WHEREAS, Lodi Municipal Code, Section 3.20.070, authorizes dispensing with bids for purchases of supplies, services or equipment when it is in the best interests of the City to do so; and WHEREAS, purchase of four police patrol sedans for the Lodi Police Department were included in the 1994/95 fiscal year budget. WHEREAS, it has been determined that it is in the best interests of the City to continue to purchase Ford Crown Victoria 4 -Door sedans for use as police patrol vehicles; and WHEREAS, the City has been notified that the Ford Motor Company has set February 15, 1995 as the deadline to accept orders for the 1995 Ford Crown Victoria police cars. WHEREAS, five bids have been received to match the specifications of our police Crown Victorias presently in service in the amount of $20,576.31 per vehicle, or a total amount of $82,305.24; and $258.60 for parts and service manuals; and WHEREAS, safety and emergency equipment is required to equip each vehicle for service, consisting of back seat protective screens, shotgun racks, radio racks, push bumpers, sirens, lights, etc., at a cost of $4,170.00 per vehicle, or a total amount of $16,680.00 for four vehicles; NOW, THEREFORE, BE I'1' RESOLVED, that the Lodi City Council hereby approves the award for purchase of four Police Patrol Sedans and parts and service manuals from Melrose Ford of Oakland, California, and further approves the purchase and installation of said emergency and safety equipment in the amount of $16,680.00. BE IT FURTHER RESOLVED, that the Lodi City Council hereby authorizes staff to dispose of the old, used Dodge Diplomats and unusable emergency equipment through Roger Ernst and Associates (auctioneers) of Modesto, California.
